About the Role
The Senior Health Policy Analyst will lead and contribute to research projects of significant complexity. The role requires designing, implementing, and evaluating health policy and healthcare delivery programs. You will manage project budgets, oversee quality control, and guide teams in delivering accurate and actionable results. This position also involves presenting findings to clients, professional audiences, and at conferences.
Responsibilities include:
Technical Responsibilities

Lead or support research projects that address complex healthcare policy and value-based payment issues.

Develop solutions for challenging research questions and project goals.

Review project reports, manage budgets, and track costs efficiently.

Present research and policy findings to clients and at conferences.

Mentor early-career, mid-level, and senior staff to ensure project success.

Oversee quality control for all project work to maintain accuracy.

Maintain clear and consistent communication with clients and stakeholders.
Leadership Responsibilities

Serve as a subject matter expert on Medicare programs, value-based payments, and accountable care organizations.

Identify potential business or regulatory challenges and recommend improvements.

Support the development of project strategies and ensure milestones are met.

Design and manage evaluations of healthcare programs and policies.

Lead teams in performing research tasks of high technical complexity.
Business Development Responsibilities

Work with RTI’s Growth team to support business development strategies.

Build strong client relationships and promote RTI’s technical expertise.

Participate in client meetings and presentations to identify opportunities.

Direct the preparation of complex proposals and project plans.

Enhance RTI’s reputation through published research and professional presentations.
Qualifications

PhD with 10+ years of relevant experience, or Master’s with 14+ years, or Bachelor’s with 18+ years.

Experience designing, implementing, or evaluating Medicare value-based payment programs.

Expertise in Medicare Shared Savings Program and ACOs.

Experience supporting policy changes through federal rulemaking.

Skilled at building consensus across multiple stakeholders.

Experience leading teams of 30+ staff.

Proficiency in operational efficiency methods such as LEAN or Kaizen.

Experience developing and using provider reports and cost efficiency measures.

Strong computer skills: MS Word, Excel, PowerPoint, Outlook.

Excellent communication skills and attention to detail.

Must be legally authorized to work in the U.S. without visa sponsorship.
