About the Role

The Senior Digital Specialist helps countries build strong digital economies. You support Central America and the Caribbean but may help other countries in the region. You will work on project design, policy advice and digital strategies. You also guide teams and speak with senior leaders in client governments.

The role needs someone who understands digital policy, digital infrastructure and emerging tech. You will help shape national strategies, guide investments and support reforms. You also help other sectors use digital tools in health, education, transport, energy and more.

Key Responsibilities

• Lead missions and guide major digital projects
• Work with senior officials and prepare policy notes on digital development
• Design and supervise digital investments and policy reform programmes
• Support plans that grow digital infrastructure and attract private investors
• Help build strong regulatory bodies and digital institutions
• Support digital government services, digital ID systems and shared platforms
• Guide programmes for digital skills and innovation
• Provide advice on national digital economy strategies
• Support policy, legal and regulatory reforms
• Develop new approaches to issues like regulation, capacity and ecosystem growth
• Produce thought leadership content and technical notes
• Oversee reports on digital transformation, cybersecurity and AI
• Solve technical and institutional problems during project design and delivery
• Provide advice on emerging tech such as AI, blockchain, quantum and virtual reality
• Guide work on digital public infrastructure such as eID, payments and interoperability
• Support colleagues in other sectors to apply digital tools in their work
• Join policy talks with senior leaders and partner organizations
• Mentor junior staff and support team growth
• Represent the Bank at events and speak on digital policy matters
• Help expand the digital portfolio in the region

Selection Criteria

• Master’s degree or PhD in economics, public policy, technology, engineering or a related field
• At least eight years of experience in roles with growing complexity
• Experience in telecom, digital consulting or digital ministries is a strong advantage
• Skill leading policy dialogue and complex programmes
• Strong record managing teams in different locations
• Experience working across sectors and institutions
• Able to guide digital transformation without direct authority
• Strong planning and strategic thinking
• Experience working with public and private partners
• Strong knowledge of digital economy policy and development results
• Clear written and spoken communication in English and Spanish
• Able to work with clients in Portuguese or French is a plus
• Strong judgement, problem solving and ownership of results
• Ability to guide teams, mentor staff and resolve issues
