Job Description
1. Introduction
Women and Law in Southern Africa (WLSA), in partnership with Christian Aid (CAZ) and the Zimbabwe Coalition on Debt and Development (ZIMCODD), is implementing the project “Making Tax Work for Women.” WLSA seeks to engage a qualified consultant to simplify the 2024 and 2025 National Budgets for public understanding, focusing on key allocations, sectoral implications, and gender-responsive policies. This initiative aims to enhance civic engagement by making budget information accessible to all citizens, particularly women and marginalized groups.
WLSA is a non-profit disability service organization registered as a Private Voluntary Organisation (PVO 06/16). The organization envisions a society where women and girls equitably access justice in all spheres of life. Its mission is to advance women’s rights through legal/policy reforms and transformative socio-economic practices.
2. Background
The National Budget is a critical tool for economic governance, yet its technical complexity often excludes public participation. Simplified versions of the 2024 and 2025 budgets highlighting priorities, sectoral impacts, and gender considerations will empower citizens to advocate for equitable resource distribution and hold policymakers accountable.
Duties and Responsibilities

The consultancy will:
• Produce a clear, simplified version of the 2024 and 2025 National Budgets, emphasizing key allocations and gender-responsive policies.
• Analyze sectoral impacts (e.g., health, education, social protection) on women and vulnerable groups.
• Recommend strategies to enhance public awareness and engagement with fiscal processes.
4. Scope of Work
The Consultant will be responsible for:
• Review the 2024 and 2025 National Budget documents and related policy frameworks.
• Identify and simplify key allocations, focusing on sectors critical to gender equality (e.g., care economy, agriculture, public services).
• Assess implications for women’s empowerment and social equity.
• Develop user-friendly materials (e.g., infographics, summaries) for diverse audiences.
5. Methodology
The consultant will use mixed methods:
• Desk review of budget documents and gender policies.
• Stakeholder consultations with CSOs, gender advocates, and policymakers.
• Visual storytelling to simplify data (charts, briefs, FAQs).
Expected Outputs /Deliverables
• Inception Report: Methodology and tools.
• Draft Simplified Budget Analysis (2024 & 2025).
• Final Versions incorporating feedback.
• Executive Summary and Presentation Slides.
Qualifications and Experience
Qualifications
• Expertise in public finance, economics, or communications.
• Experience in budget analysis and public-friendly reporting.
• Knowledge of Zimbabwe’s gender and fiscal landscape.
