Job Description

CeSHHAR Zimbabwe is an organisation that specialises in population health research and programming, including on sexual and reproductive health and HIV/AIDS. CeSHHAR has an extensive national, regional, and international academic and community partnership network. CeSHHAR has a diverse range of funders which include the Wellcome Trust, the Gates Foundation, UK Medical Research Council, Templeton World Charity Foundation, Global Fund for AIDS TB and Malaria, UNICEF and UNFPA. We partner very closely with the Liverpool School of Tropical Medicine (UK). CeSHHAR is implementing a National Key Population programme on behalf of National AIDS Council and Ministry of Health and Child Care in all 10 provinces in Zimbabwe.
JOB ROLE
The Intervention Manager will ensure timely and coherent implementation of all PACE interventions with fidelity adhering to the SOPs developed by the Technical Director. They will lead the mapping of facilities for integration, conduct assessments and build transition readiness for integration and scale up the PACE components across the programme and into the public sector. The Intervention Manager will also lead the establishing and updating of community empowerment metrics that would inform the community engagement activities during implementation of PACE interventions. Incumbent will be responsible for the following tasks:

Duties and Responsibilities

• Provide strategic leadership in the implementation and monitoring for the PACE intervention that are responsive to the achievement of project goals
• Provide technical leadership in the development of methodological work plans, ensuring timely and compliant implementation of PACE interventions in line with requirements and regulations expected by the funder and relevant stakeholders
• Lead the mapping process to identify facilities and communities for the rapid and effective integration of PACE interventions for scale
• Conduct readiness assessment that would identify gaps, barriers and opportunities for communities and facilities to take up PACE interventions effectively
• Implementing appropriate facility, stakeholder and community-based strategies that would facilitate in building their transition readiness to rapidly and effectively take up PACE interventions for scale
• Actively participate in relevant technical advisory/working groups (MoHCC and NAC) and professional forums representing relevant PACE intervention plans, activities and updates
• Working with authorities, community members (female sex workers and women on the edge, and their male partners) and programme team members to identify service delivery issues that impede access to care and uptake of services
• Support the programme and research team in implementing their roles relevant to the PACE intervention and the overall key populations programme with high degree of fidelity
• Lead the development, review and updating of community empowerment engagement SOPs relevant to the rapid and effective uptake of the PACE interventions
• Establish, maintain and strengthen relationships with stakeholders relevant to the PACE interventions at facility, community, regional and national level
• Provide mentoring and capacity building within the KP department in specific areas of expertise and learnings emanating from the PACE intervention
• Coordinate both the research and programme teams with the support teams (HR, Finance, Admin, IT) to enable smooth implementation of the PACE interventions
• Lead the development, review and updating of SOPs guiding the introduction of PACE interventions with guidance from the Technical Director
• Coordinate the dissemination and capacity building activities that ensure that both research and programme teams thoroughly understand and implement the SOPs with fidelity
• Lead teams to integrate Quality Assurance and Quality Improvement initiatives for the PACE intervention across the research and programme teams
• Work closely with the Regional Technical Officers and Regional Coordinators in developing community, facility, regional and national Quality Improvement Plans
• Support the documentation of key Quality Improvement at all the implementation levels of the PACE Intervention
• Supporting the development of PACE project tools, guidance and materials including the collection and collation of technical inputs for reporting
• Ensure that tracking, documentation and reporting of PACE interventions at both community and facility levels are conducted and maintained as expected
• Facilitates the dissemination of findings and progress of the PACE intervention to various stakeholders at community, national and international levels or conferences by mapping dissemination opportunities and coordination of dissemination activities across the department.

Qualifications and Experience

• Bachelor’s degree in Social Sciences, Development Studies, Social Work, Psychology or Public Health
• Master’s degree in Public Health, Business Administration, Epidemiology or any related field is a distinct requirement. At least 5 years’ experience in a similar role preferably in an NGO organisation.
• Experience in management of research and programming activities that explore innovations to increase HIV services access among key and vulnerable populations
• Experience in translating research into evidence-based programming for population level impact
• Experience in coordination of diverse teams, communities and stakeholder engagement
• Experience in report writing, reviewing and aligning with donor requirements
• Experience working with government departments, donors, stakeholders, researchers and policy makers to enable scale of the PACE intervention and achievement of common goals
• Proficient in computer skills such as Microsoft Excel and have experience preparation of donor reports. Possession of good interpersonal communication skills and must have good planning and problem-solving skills.
• Registration with the relevant professional bodies
