Job Description
The Monitoring, Evaluation, and Research (MER) Officer will lead the research, monitoring, and evaluation components of the DR-TB and Lung Cancer programs. The role is designed to generate evidence, guide learning, and enhance project effectiveness through systematic data collection, analysis, and research-based advocacy
Duties and Responsibilities
Design and implement operational and formative research (e.g., KAP surveys, situational analyses, care cascade studies, etc), Support DR-TB National Consilia and Death Audits with research planning and data synthesis, produce scientific abstracts, journal articles, case studies, and learning briefs, conduct pilot assessments using adapted WHO/TBEC Data Collection Guides. Develop and maintain M&E systems, indicators, and tracking tools (e.g., IPTTs), monitor project implementation and outcomes, ensuring data quality and alignment with project goals. Support the integration of M&E indicators into national TB and NCD program frameworks and WHO-aligned systems. Compile and submit timely project reports, including M&E dashboards and narrative updates.
Qualifications and Experience
Master’s degree in public health, Social Sciences, Epidemiology, or related field, Minimum 5 years’ experience in monitoring and evaluation, preferably in TB, DRTB, or public health programs with a bias on research and knowledge management, Experience in conducting surveys and situational analyses, Strong skills in data analysis, visualization, and reporting (e.g., SPSS, STATA, Excel, Power BI). Strong analytical and writing skills, Knowledge of DRTB and/or public health systems. Familiarity with rights-based and people-centred health approaches.
