World Vision Zimbabwe is seeking a local consultant to conduct a baseline survey for a
project focusing on the empowerment of women and girls. The program is called Strong
Women Strong World (SWSW), it focuses on the empowerment of women and girls

Background
World Vision Zimbabwe (WVZ) is looking for consultancy services for a baseline for one of its
women and girls empowerment project. The project, entitled “SWSW” will be implemented in 3
districts namely Mangwe, Lupane, and Hwedza districts. SWSW is coming in to compliment Area
Program and grants efforts. The project goal intends to empower women and girls through
integration of WASH and Livelihoods interventions while main streaming issues of Gender
Equality, Disability and Social Inclusion (GEDSI). The project is premised on the fact that, women,
girls and other Socially Excluded Groups (SEGs) in rural districts of Zimbabwe have unequal access
to WASH and Livelihoods services compared to men, and they are excluded from participating in
activities involving issues to do with decisions affecting their well-being. Despite their central
role in the home, women have very little access to information and resources and are often
excluded in decision making which is reinforced by deeply entrenched social norms. WASH and
Livelihoods interventions addressing access to water, sanitation, hygiene services and increase in
income and food security, often do not sufficiently engage women and other SEGs in the design
and implementation processes, resulting in unintended perpetuation of exclusion.
The baseline survey is intended for the project team, community and stakeholders (government,
