Job Description

1. Introduction
Women and Law in Southern Africa (WLSA), is working in partnership with Christian Aid (CAZ) and Zimbabwe Coalition on Debt and Development (ZIMCODD) for the project titled, “Making Tax Work for Women.” WLSA wishes to engage a qualified and experienced consultant to conduct a gendered analysis of the 2025 National Budget. This analysis aims to assess the budget’s impact on gender equality and women’s empowerment, identifying areas of opportunity and challenge.
WLSA is a non-profit making disability service organisation registered as a Private Voluntary Organisation (PVO 06/16) The organisation envisions a society where justice is equitably accessed, claimed and enjoyed by women and girls in all spheres of life. Its mission is to organize, coordinate and support evidence-based interventions that promote and protect women and girls rights through legal and policy reforms and changes to discriminatory socio-cultural and economic practices.

2. Background
Public understanding of the National Budget is crucial for fostering accountability and informed civic participation. However, the technical language and complex structure of budget documents often hinder accessibility for the general public. A simplified version of the 2024 and 2025 National Budgets, emphasizing key allocations, sectoral implications, and gender-responsive policies, will empower citizens to engage more effectively in policy discussions and advocate for equitable resource allocation.

Duties and Responsibilities

3. Purpose and Objectives of the Assignment
The purpose of the consultancy is to develop a gendered analysis government’s fiscal policy and allocation of resources affect men and women differently, given their distinct roles, responsibilities, and experiences in society. The analysis will also assess past fiscal policies and allocations, identify gaps, and provide policy guidance grounded in empirical data and stakeholder consultations. The specific objectives of the assignment are to:
• Analyse the 2025 National Budget from a gender perspective, identifying allocations and policies that promote or hinder gender equality and care economy.
• Assess the impact of budgetary decisions on women’s empowerment and gender equality within the care economy in Zimbabwe.
• Provide recommendations for future budgetary allocations and policy decisions that support gender equality and women’s empowerment within care economy.

4. Scope of Work
The Consultant(s) will be responsible for:
• Reviewing the performance and impact of past fiscal policies and allocations from a gendered perspective.
• Reviewing the 2025 National Budget documents and relevant policy frameworks.
• Analysing budget allocations across sectors, focusing on areas such as education, health, social protection, infrastructure, and economic development.
• Assessing the impact of budgetary decisions on women’s empowerment and gender equality, using sex-disaggregated data and gender-sensitive indicators.
• Identifying areas of opportunity and challenge in the budget, highlighting potential risks and benefits.
• Developing recommendations for future budgetary allocations and policy decisions that support gender equality and women’s empowerment.

5. Methodology
The consultant must adopt robust and credible methodologies, combining qualitative and quantitative approaches. The consultant must come up with tools to collect data from CSOs and other key stakeholders. The analysis should be conducted in a way that the findings are relevant, easily accessible, widely usable, and can be regularly updated.

6. Expected Outputs/Deliverables
The specific deliverables of the assignment are:
 Inception report for the study with detailed methodology and draft assessment instructions/tools.
 Draft gendered analysis policy paper.
 Final gendered analysis policy paper incorporating feedback.
 Executive Summary and Presentation slide

Qualifications and Experience

7. Qualifications and Experience
The ideal Consultant(s) should have:
• A background in public finance, communications, or gender studies.
• Experience in budget analysis and public engagement.
• Strong writing and visual design skills for creating user-friendly materials.
• Knowledge of Zimbabwe’s socio-economic and gender policy contexts.
