Regulatory Advisor Regulatory Framework (Pretoria)
Purpose of the Job:
- The Regulatory Advisor will be responsible for assisting the Senior Manager and Head of Department with the on-going review and development of regulatory frameworks and where applicable, engaging with National Treasury regarding the development of primary legislation in respect of which the FSCA has jurisdiction. The person will also be responsible for providing regulatory support to other Divisions within the FSCA. The person appointed to this position will report to the Senior Manager: Regulatory Framework Department.
Key Performance Areas:
- Assist the Senior Manager and Head of Department with the on-going review and development of regulatory frameworks;
- Assist in developing, implementing and maintaining operational processes and procedures to improve the functioning of the Regulatory Framework Department
- Assist in designing, managing, coordinating and executing projects in the Regulatory Framework Department and broader FSCA;
- Conduct relevant research (including comparative research) to improve the standard of regulation in line with national and international developments and requirements;
- Author or contribute to research papers, discussion documents, issue papers, policy position papers and proposals to evolve and develop primary or secondary legislation
- Author or contribute to guidance notices, interpretational rulings, application forms, information requests, communications and other documents assisting with the implementation of the legislative framework;
- Assist in facilitating and coordinating meaningful input to comments on documentation and legislation published for consultation;
- Assist in managing and promoting relationship with local, regional and international regulators, industry bodies, government departments and any other internal and external stakeholders;
- Participate in local and foreign initiatives, committees, conferences, meetings, and other engagements falling within the purview of the Regulatory Framework Department;
- Provide regulatory support to other FSCA Divisions/Departments;
- Handle and respond to external queries regarding the interpretation and application of regulatory and legislative provisions;
- Internal and external stakeholder engagement on regulatory developments; and
- Assist in preparing and compiling management or other reports.

Requirements
- A legal degree (legislative drafting qualification an added benefit) with at least 5 years relevant experience in the financial sector in a policy development, legislative drafting, legal or compliance role and be able to provide a holistic legal support function. A broad knowledge of the industries regulated by the FSCA is necessary. Experience in the retirement fund; investments; and financial markets environments, as well as coordinating, participating in, and researching international and local matters will be a further added advantage.
