Purpose of the Job:

  • Responsible for leading, developing, monitoring and managing the PMO function. The role will support the successful delivery of organizational strategic programs undertaken by providing oversight to inform prioritization decisions, defining and maintaining project management standards through effective facilitation, tracking and reporting. The person appointed to this position will be reporting to the Chief Information Officer (CIO).

Key Performance Areas:

  • Develop and implement the PMO strategy and operating model, frameworks and charter.
  • Ensure management and leadership of project Managers including managing the day-to-day activities in the PMO, providing guidance on PMO policies and processes, overseeing project management staff, and collaborating with other department leaders to deliver projects.
  • Drive Demand Management process in consultation with relevant stakeholders
  • Lead, develop, monitor and manage the PMO function and create a culture of high performance, value-for-money, optimization and innovation through effective team performance management.
  • Support CIO by managing the ICT and Digital Transformation projects portfolio lifecycle ensuring strategic alignment.
  • Facilitate among the PMO stakeholders and organizational leadership a consensus around the mission and vision of the PMO organisation to foster a project-management-oriented culture and mindset;
  • Ensure management and leadership of a team of business analysts and the development of IT Services business analysis capability through professional development activities.
  • Lead, develop, monitor, manage and Mature the IT Quality Assurance and Testing capability
  • Ensure management and leadership of a team of IT Quality Assurance and Testing professionals
  • Lead the identification and implementation of project management processes, methods, tools, guidelines and standards in order to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery;
  • Facilitate the agreed-upon process that develops plans and prioritization by leadership and governance;
  • Define, manage and direct the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits;
  • Provide ongoing coaching and mentoring to PMO staff and project managers;
  • Build and maintain relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor; and
  • Regularly reviews and evaluates opportunities to improve the project management best practices in order to achieve higher maturity in Project Portfolio Management (PPM).

Cross functional relationship building, effective at influencing and good negotiating skills.

Requirements

  • A Degree in Computer Science or Information Systems, Business Administration or related field. qualification; with at least 10 years’ relevant experience in Project Management; of which 7 years must be at a management level. The candidate must demonstrate experience in leading diverse teams, experience with Agile methodologies and one or more project management methodologies (e.g. PMI PMBOK, and PRINCE2).Demonstrated management/supervisory experience in project management and the execution of multiple or large projects, during which more than one of the following occurred – Thought leader with a view to creating a viable PMO service and supporting pragmatic delivery of projects; Competency in strategic thinking and leadership, with strong abilities in relationship management; Leadership of multidiscipline and high-performance work teams; Proven track record of successful delivery of programs and projects; and Good knowledge of portfolio management strategy.
