FIELDS OF SPECIALIZATION FOR CONSIDERATION
The following fields of specialization will be considered:
- Accounting and Financial Management
- Legal
- Public Administration and Governance
- Internal Audit and Risk Management
- Information and Communications Technology
- Planning, Human Resources, and Performance Management
MINIMUM REQUIREMENTS
- A grade 12/Matric qualification
- A post-graduate qualification (NQF level 8) in line with the fields of specialization above (NQF level qualifications above level 8 will serve as an advantage)
- Code EB Driver’s licenses
- Minimum 5 years management experience in employment or service in any of the fields of specialization
- Experience in local government will serve as an advantage
- Experience in serving in Audit Committees or similar oversight role for a minimum of 3 years
OTHER RECOMMENDED ABILITIES IN TERMS OF MFMA CIRCULAR 65
Due to the nature of the appointments and in accordance with the guidelines of MFMA Circular 65, applicants should demonstrate:
- Leadership qualities
- Integrity, independence and dedication
- Adequate understanding of Local Government and/or public sector environment.
- Good communication skills, analytical ability and independent judgement
- Willingness to add value to the Sundays River Valley Local Municipality.
- Adequate understanding of the external and internal audit function, risk management and corporate governance principles.
- Free of any business interests or other conflicts of interest with SRVM.
- Membership in good standing with a professional body shall serve as an advantage
LEADERSHIP AND ROLES
Qualifying members eligible for appointment will, at the discretion of Council, be appointed in the following roles:
- Chairperson of the Audit committee.
- Chairperson of Risk Management Committee
- Chairperson of Performance Assessments panel (where necessary)
- Councillors and person in the employment of the municipality are not allowed to be members of an audit committee. The appointed members shall enter in a contract with the municipality according to the approved terms of reference.
TERM OF OFFICE AND REMUNERATION
- The successful candidates will be appointed for period not exceeding three years from the date of appointment. Remuneration will be in accordance with the fees and rates approved by Council.
