Background
Grass Root Initiative for Strengthening Community Resilience (GISCOR) is a non-governmental organization committed to enhancing community resilience through sustainable humanitarian and development interventions. As part of its institutional strengthening plan, and with funding support from ZOA, GISCOR intends to conduct a comprehensive Capacity Building Training for its support staff to enhance operational efficiency, compliance, and overall performance.
Purpose of the RFP
GISCOR invites qualified and experienced training consultants or firms to submit proposals for the delivery of an 8-day capacity-building training covering the following key areas:
- Logistics, Procurement, Fleet, Asset, and Warehousing Management
- Finance, Audit, and Compliance
- Security and Risk Management
- Human Resources and Administration
Each module will be conducted over two (2) days, focusing on ten (10) participants comprising relevant unit staff.
Training Objectives
The training aims to:
- Strengthen staff understanding of donor compliance and internal control systems.
- Enhance operational efficiency across logistics, finance, HR, and administration functions.
- Build capacity for effective risk management and security planning.
- Improve accountability, documentation, and reporting processes.
- Promote interdepartmental coordination and professional conduct.
Scope of Work
The selected consultant/training firm will:
- Design and deliver customized training modules for each thematic area.
- Provide interactive and practical learning sessions with relevant case studies.
- Supply all necessary training materials, handouts, and evaluation tools.
- Conduct pre- and post-training assessments to measure knowledge improvement.
- Submit a detailed training report, including participant feedback and recommendations for further development.
Terms of Reference (TOR) Focus Areas
Audit, Finance, and Compliance
- Provision of and hands-on training on an improved accounting software system (e.g., QuickBooks latest version) to replace outdated software and ensure proper financial records and reporting in line with donor requirements.
- Training on donor financial reporting guidelines, Nigerian regulatory requirements (including CAC, EFCC-SCUML, FIRS), and proper documentation for smooth external audits.
- Training on project-based budgeting, cash flow forecasting, and proper cost-sharing between projects to ensure accountability in project funds usage.
- Workshops on setting up and maintaining effective internal controls, fraud prevention, and readiness for both donor and statutory audits.
- Training on managing multiple donor funds, including fund allocation, compliance with grant conditions, and preparing reports for different donor agencies.
Risk Management and Security
- Practical training on risk identification, assessment, and strategies to reduce operational and program risks in humanitarian settings.
- Scenario planning and emergency preparedness training for project and field teams to improve decision-making in unpredictable situations.
- Provision of and training on basic security communication tools such as two-way radios, satellite phones, and navigation aids, which are essential in remote or high-risk areas.
- Security training for field staff on effective use of these communication tools, basic survival in kidnapping or hostage situations, and operating safely in hostile environments.
- Specialized training for our Security Officer on crisis management, emergency leadership, cybersecurity risks in humanitarian work, and advanced security coordination roles.
- While trainings remain the focus, limited essential safety kits may also be required to complement security training for emergency use in the field.
Human Resources and Administration
- Provision of and hands-on training on a reliable HR management software system (e.g., SeamlessHR or Zoho Recruit) to ease recruitment processes, staff records keeping, and overall personnel administration.
- Leadership and management training for senior staff to improve decision-making, team leadership, and organizational accountability.
- Support for developing and training staff on clear administrative procedures such as Standard Operating Procedures (SOPs), job descriptions, and performance monitoring systems that are suited to the Nigerian humanitarian work environment.
- Training on organizational learning systems and proper documentation of program lessons to improve staff knowledge-sharing and improve how we document and learn from our work.
Logistics, Operations, and Program Delivery Tools
- Provision of and hands-on training on simple digital tools to improve tracking of items, stock management, and resource distribution across project sites.
- Practical training for field and project staff on digital data collection, reporting, and monitoring tools suited to humanitarian programs in Nigeria.
- Provision of and training on using simple and effective tools (such as Power BI and Comcare) to analyze project data, create visual reports, and track project progress for better decision-making and reporting to partners and donors.
- Training on geospatial mapping and GPS tools for better tracking of activities, beneficiaries, and infrastructure, especially in hard-to-reach areas.
- Support for subscription and setup of basic digital reporting tools, ensuring staff are fully trained to operate these tools independently in the field and at headquarters.
Training Duration and Venue
- Duration: 8 days (2 days per thematic area)
- Number of Participants: 10 staff members
- Venue: GISCOR Office, Maiduguri, Borno State
Deliverables
The consultant is expected to provide:
- Detailed training agenda and methodology.
- Training materials (soft and hard copies).
- Attendance sheet and daily activity record.
- Pre- and post-test analysis report.
- Final comprehensive training report with recommendations.
Consultant Qualifications
Interested consultants/firms must demonstrate:
- Proven experience (minimum 2 years) in conducting institutional capacity-building training for NGOs.
- Expertise in the specified thematic areas.
- Qualified facilitators with relevant academic and professional credentials.
- Good knowledge of donor-funded project implementation (preferably humanitarian context).
Proposal Submission Requirements
Interested consultants/firms should submit:
- A technical proposal (detailing training methodology, schedule, facilitator profile, and previous similar assignments).
- A financial proposal (itemized cost breakdown including facilitator fees, materials, logistics, and applicable taxes).
- Company profile, CAC registration, and relevant tax clearance certificates.
- At least two (2) references or evidence of previous similar work.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Understanding of assignment and methodology (30%)
- Relevant experience and qualifications (25%)
- Quality of proposed facilitators (20%)
- Financial competitiveness (15%)
- References and past performance (10%)
