Responsibilities

  • The Project Manager will play a critical role in overseeing the day-to-day operations of the project, ensuring its successful delivery within scope, budget, and schedule.
  • This role requires strong project management expertise, technical knowledge in marine engineering, and the ability to lead multidisciplinary teams in a dynamic and challenging environment.

Project Planning and Execution:

  • Develop detailed project plans, schedules, and budgets in collaboration with key stakeholders, ensuring alignment with project objectives and organizational goals.
  • Coordinate and manage all aspects of project execution, including procurement, construction, quality control, safety, and environmental compliance.
  • Monitor project progress, identify potential risks and issues, and implement corrective actions to keep the project on track.

Team Leadership and Management:

  •    Lead a diverse project team, including engineers, contractors, subcontractors, and consultants, providing clear direction, guidance, and support to achieve project goals.
  •    Foster a collaborative and inclusive work environment, promoting teamwork, innovation, and continuous improvement.
  •    Conduct regular meetings, progress reviews, and performance evaluations to ensure effective communication and accountability across the project team.

Stakeholder Engagement and Communication:

  • Serve as the primary point of contact for project stakeholders, including government agencies, local communities, contractors, and suppliers.
  • Build and maintain strong relationships with stakeholders, addressing concerns, resolving conflicts, and ensuring alignment with project objectives.
  • Communicate project updates, milestones, and deliverables to stakeholders in a clear, concise, and timely manner.

Financial Management and Budget Control:

  • Manage project budgets, forecasts, and expenditures, ensuring cost control and financial accountability throughout the project lifecycle.

  • Review and approve project invoices, change orders, and other financial documents in accordance with established procedures and contractual obligations.

  • Prepare accurate and timely financial reports, including budget variance analysis and forecasting projections.

Quality Assurance and Compliance:

  • Implement and enforce quality assurance processes and standards to ensure the successful delivery of a high-quality port facility that meets international standards and specifications.

  • Ensure compliance with relevant regulations, permits, codes, and industry standards governing port construction and maritime infrastructure.

  • Conduct regular inspections and audits to verify compliance with project requirements and contractual obligations.

Desired Skills and Experience

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field. Master’s degree preferred.
  • Proven experience (minimum 10 years) in project management roles overseeing large-scale marine construction or port development projects, particularly in the African context.
  • Strong technical expertise in marine engineering, port infrastructure, coastal engineering, and maritime operations.
  • Excellent leadership, communication, and interpersonal skills, with the ability to lead and motivate multidisciplinary teams in a dynamic and challenging environment.
  • Proficiency in project management software (e.g., Primavera P6, Microsoft Project) and Microsoft Office Suite.
  • Professional certification in project management (e.g., PMP) is highly desirable.
  • Knowledge of African regulatory frameworks, environmental regulations, and international standards for port development and maritime operations.

Method of Application

Responsibilities

  • To ensure the effective planning, recruitment, deployment, and management of qualified crew for all vessels in line with regulatory requirements, client expectations, and company standards, while optimizing crew performance, welfare, and cost-efficiency.

Crew Planning & Deployment:

  • Plan and manage crew rotations to ensure vessels are always manned with qualified personnel.

Recruitment & Selection:

  • Source, assess, and recruit competent seafarers in compliance with company and regulatory standards.

Compliance & Certification:

  • Ensure all crew hold valid certifications and that operations comply with international (e.g., STCW, MLC), flag state, and local (e.g., NIMASA) regulations.

Training & Development:

  • Identify training needs and coordinate necessary courses to maintain crew competence and readiness.

Performance Management:

  • Monitor crew performance, handle appraisals, and manage disciplinary or performance improvement actions as needed.

Crew Welfare & Support:

  • Address crew welfare matters, grievances, and onboard support, including health, safety, and wellbeing.

Expected Outcomes:

  • Identify crewing needs, Regular update summary of crew status showing number in fleet and gaps.
  • Coordinate internal mobility and manage promotion.
  • Implement and monitor an adequate and cost-effective sourcing strategy.
  • Timely coordination of recruitment process of recruitment of competent senior officers and ratings for assigned vessels in line with industry and flag state requirements.
  • Documented and published Crew Planning process.
  • Identification of Crew competency for all vessels in line with STCW requirements.
  • Ensure appraisal process for all vessel and surfer crew in place.
  • Ensure all crew certifications are accurate and updated.
  • Obtain flag state certification and licenses required for crew.
  • Consistent and accurate recruitment/succession Planning.

Documentation & Reporting:

  • Maintain accurate records of crew data, contracts, certifications, and submit timely reports to management and regulatory bodies.

Vendor & Agency Coordination:

  • Manage relationships with crewing agencies, training centers, and travel providers.

Educational Requirements
Bachelor’s Degree in any of the following fields:

  • Maritime Studies / Nautical Science.
  • Marine Engineering.
  • Human Resources Management.
  • Business Administration.
  • Logistics or Transport Management.

Preferred/Additional Certifications:

  • STCW Certificates (basic maritime safety and familiarization training
  • Diploma or certification in Crew Management or Maritime.

Experience:

  • 10-12 years’ experience in Crewing or a related function. Five(5) of those years MUST have been in a senior supervisory or management role.

Crew Management Systems (CMS):

  • Proficiency in software like OCS, COMPAS, or other crew scheduling tools.

Maritime Regulations Knowledge:

  • Strong understanding of STCW, MLC 2006, ISM Code, and flag state requirements.

HR and Recruitment Practices:

  • Knowledge of seafarer recruitment, appraisal systems, and labor contracts

Crisis Management:

  • Calm, structured response to emergencies, detentions, or seafarer welfare incidents.
  • Proficiency in procurement software, ERP systems, and project management tools.

Leadership & Team Management:

  • Ability to lead, motivate, and manage crewing teams and relationships with manning agents.

Planning & Organizational Skills:

  • Strong scheduling, prioritization, and multitasking abilities, especially for crew changes and mobilizations.

Communication & Interpersonal Skills:

  • Clear communication with internal departments, seafarers, and external agencies; effective conflict resolution.
  • Strong analytical and problem-solving skills.
  • Ability to close up on set KPIs.
  • Computer literacy.
