Purpose of Consultancy
- The purpose of this consultancy is to provide technical leadership and oversight in the management, cleaning, and statistical analysis of data collected during the Emergency
- Obstetric and Newborn Care (EmONC) assessment in selected states.
- The consultant will play a critical role in ensuring the accuracy, integrity, and usability of the dataset support the production of high-quality analytical reports and evidence-based recommendations.
- Under the supervision of the Assistance Representative, the consultant will support the development of digital data collection tools, perform real-time data quality assurance,
- and lead the statistical interpretation of survey results.
- The consultancy will also provide key data outputs, including cleaned datasets, statistical tables, charts, and graphs to guide report writing and policy dialogue.
Scope of Work – Description of Services, Activities, or Outputs
- Lead the development of the electronic data collection system using CAPI (Computer-Assisted Personal Interviewing) tools, including scripting of questionnaires with built-in validation checks and skip logic.
- Review and contribute to the refinement of training materials, including user guides, field protocols, and mobile tool operation manuals.
- Facilitate training sessions for data collectors, with a focus on digital data entry, quality assurance procedures, and troubleshooting during fieldwork.
- Participate in all preparatory and planning meetings to ensure technical readiness for data collection.
- Provide technical oversight and daily quality checks of incoming data during fieldwork, including real-time validation, troubleshooting, and guidance to field
teams on correcting errors. - Coordinate with field teams to monitor data collection activities, provide supportive supervision, and ensure adherence to sampling plans and data quality standards.
- Review and validate data capture, collation, and coding processes, ensuring consistency, completeness, and alignment with predefined indicators.
- Review and clean the site list codes derived from the sampling frame to support accurate field-level data tracing.
- Develop and implement a data cleaning protocol and conduct iterative data cleaning to prepare a reliable dataset for analysis and preliminary findings.
- Analyze state-specific datasets, generate descriptive and inferential statistics, and support interpretation in collaboration with technical staff.
- Merge and harmonize datasets from the three project states to enable comparative and aggregate-level analysis.
- Produce statistical outputs including tables, charts, and graphs, and contribute to the interpretation of results for use in the draft and final technical reports.
- Work closely with the report writing consultant to provide cleaned datasets and summary findings needed for the state-level and consolidated reports.
- Carry out any other duties as assigned by the Country Representative or Deputy Representative in support of the successful delivery of the assessment.

Delivery dates and how work will be delivered (e.g. electronic, hard copy, etc.):
- The consultant shall submit all electronic and hard copies of deliverables to the Assistant Representative
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
- The consultant shall submit a weekly progress report and provide periodic updates (as applicable) to the Assistant Representative.
Supervisory arrangements:
- The consultant will work directly under the Assistant Representative. The Resident Representative, Deputy Representative and Head, Population and Development Unit shall provide overall oversight to the consultant in the execution of the ToR.
Expected travel:
- To be determined.
Educational Qualification
- Post-Graduate University Degree in Statistics, Demography, Computer Science or other related field with experience in database management.
Knowledge and Experience:
- At least 3 years of professional experience, and strong technical knowledge and expertise in mobile data collection technologies and applications.
- Experience in undertaking any Health facilities assessment Survey is desirable.
- Proficiency in the following – Current Microsoft Office software applications, Statistical Packages (STATA) and Geo-spatial packages (GIS).
- Extensive experience conducting reproducible and well-documented data analysis using STATA, including data cleaning, management, statistical modeling, and automation of analytical workflows to ensure consistency and transparency across projects.
Languages:
- Excellent command of oral and written English is essential.
- Working knowledge of other major local languages is desirable.

Purpose of Consultancy
- Support UNFPA Nigeria’s humanitarian programme and inter-agency coordination in information management
Scope of Work – Description of Services, Activities, or Outputs
The main tasks include, but will not be limited to the following;
Data Collection and Management:
- In line with IASC’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies.
- Engage in robust analyses of secondary data to ensure readily available information on known trends and patterns on GBV for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA.
- Consolidate existing assessments on the GBV situation and/or work with relevant agencies to conduct relevant participatory analyses of GBV.
- Undertake new assessment missions as necessary/appropriate to determine the magnitude and scope of GBV and identify strategic inter-sectoral approaches for addressing it.
- In collaboration with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 3/4/5W, referral pathways etc
- Work with the GBV coordination groups to adopt a standardized GBV incident report/intake form and other relevant forms as necessary. Train partner organizations and other sectors in the use of this form with particular emphasis to the Guiding Principles for Working with GBV Survivors and in line with the GBV Information Management System (GBVIMS).
- If necessary, develop monthly report formats that capture relevant information that support the analysis and evaluation of program progress and outcomes Partner’s presence, Gap Analysis and Activity Mapping.
- Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners.
- Prepare regular analytical reports on emerging issues.
- Supports in producing/updating information products such as reports, charts, SitReps and infographics, presentations and donors/media briefing kits, bulletins, GBV SS mid year progress report, annual report by turning data into graphical products to convey messages and a story-line.
- Support in data collection, analysis, and visualization to fill gaps for protection sector north east (PSNE), ensuring continuity in protection monitoring, reporting, and service mapping.
Programme Support:
- Provide accurate, complete and up-to-date information for effective budget preparation, programme and project design, implementation, management and evaluation purposes.
- Ensure project efficiency and effectiveness is enhanced through effective implementation follow-up, with implementing partners.
- Ensure that progress reports and project work plans are prepared in a timely manner, and that effective technical assistance is provided, particularly when sharing the relevant information with concerned partners.
Knowledge Sharing and Communications:
- Conduct both face to face and online trainings and expertise on the use and development of information management tools (5Ws, referral pathways and other tools) and platforms to GBVSS partners. (quarterly basis).
- Maintain databases / repositories on GBV SS products to ensure appropriate knowledge sharing with donors, media and with all strategic partners is effectively promoted.
- Ensure gender and sex aggregated data and inputs relevant to the GBV Sub-Cluster are provided.
- Ensure effective communication and networking through partnership and collaboration; as well as help strengthen coordination amongst GBV partners.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
- The successful candidate for the position of Information Management Associate will work with the GBV Sub-Sector Coordinator to develop a detailed work plan possibly in a Gantt chart that shows each activity to be embarked upon and dates for important monthly milestones towards the submission of the Final End of Contract report at the end of 6 months period. Deliverables will be soft copies via emails.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
- The Information Management Associate is expected to submit monthly progress reports to his/her supervisor for performance tracking.
- The successful candidate will also be expected to to submit monthly reports to the supervisor for clearing for monthly payment of salaries.
- The consult will also draft minutes of meetings, travels and other mission activities. At the end of the year or contract cycle, an annual report is also expected to be submitted.
Supervisory arrangements:
- The Information Management Associate will work under the overall and direct supervision of Humanitarian Coordinator and in collaboration with the GBV Sub-Sector Coordinator, the States Programme Officers for Borno, Adamawa and Yobe, and the M&E Officer
- Expected travel: Adamawa, Yobe and Abuja
Requirements
Educational Qualification and Experience:
- Bachelor’s Degree in Information / Data Science, Statistics, GIS, Demography, Economics, Social Sciences, ICT, Communication, Development Studies or other related fields/the equivalent combination of education and experience in a related area with at least 5 years of relevant post-graduation working experience.
Knowledge and Experience:
- Professional experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc.
- Familiarity with Excel, desktop publishing software, and basic website management.
- Professional experience with GBV or any other aspect of protection in emergencies, including demonstrated understanding of monitoring and evaluation (M&E).
- Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management (i.e. GBVIMS training).
- Knowledge of the Cluster Approach and the Transformative Agenda systems and procedures.
- Knowledge of humanitarian architecture.
- Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
- Experience in developing and facilitating workshops.
- Experience in information management, database development, usage and management.
- Demonstrated capacity to analyze data/statistics for humanitarian operations.
- Excellent Computer skills: MS Excel, Access, database and Power BI or other visualization software, including in-depth knowledge of pivot table/chart analysis.
- Strong interest and motivation for inter-agency coordination.
- Flexibility, diplomacy, leadership, cultural sensitivity and the ability to work well both alone and in teams.
Languages:
- Proficiency in English and some knowledge in Hausa is required.
