Job Summary
- CARE is seeking a Project Officer to support the successful implementation of a social cohesion project to facilitate gender responsive and inclusive community development planning processes in Mayo Belwa and Toungo LGAs as well as promote peaceful transhumance (i.e. peaceful movement of herders and their herds of animals) in the 10 wards of Toungo Local Government Area of Adamawa State. The ideal candidate will bring strong project management skills, with a collaborative approach to working with both internal project team and local communities. This role involves developing detailed project plans, overseeing daily project implementation, engaging with stakeholders, including partners, and community members. The Project Officer will also support monitoring and evaluation of the project, prepare regular progress and financial reports, and maintain comprehensive project documentation. He/She will work with the Project coordinator at the state level and the implementing partner at the LG level to ensure that activities/outputs are carried out in line with the objectives of the project and CAREs core values.
RESPONSIBILITIES AND TASKS:
Technical
- Participate in regular project team meetings and contribute to project planning, decision-making processes, reporting and documentation
- Plan and coordinate project meetings, trainings, and workshops with partners, government departments, and local stakeholders.
- Monitor ongoing project activities through regular field visits, data collection, and monthly check-ins with country teams and partners.
- Organize, schedule, and facilitate project meetings, and distributing key information to participants before and after meetings.
- Support the Project Coordinator and M&E Officer in developing, planning, and implementing the project activities and ensuring is achieving its objectives.
- Support partners in facilitating the CDP sessions, training of The LG development coordination committee, ward development coordination committee ward development support committees,
- Work with the project coordinator at the state level to identify and develop intervention concepts, Terms of reference and budgets, in line with project objectives and goals.
- Ensure weekly and monthly targets for activity and commitments are met.
- Regularly document project activities, success stories, and challenges for internal learning and donor reporting.
- Prepare and submit monthly, quarterly, and annual reports on project achievements, challenges, and lessons learned.
- Coordinate with the Monitoring, Evaluation, Accountable and Learning officer to report on indicators.
- Compile and submit reports to the project coordinator on a weekly, monthly, and quarterly basis.
- Prepare and share project updates, status reports, and communication briefs to keep all stakeholders informed of progress, challenges, and upcoming activities.
- Gather market intelligence, monitor performance, and provide guidance while managing relationships with donors, implementing partners, and sub-awardees to achieve project objectives.
Reporting
- Work closely with the Monitoring, Evaluation, and Learning (MEL) specialist to ensure proper and timely reports of the program for internal communication and action.
- Support sharing of best practices and lessons learned from the project and lead program communication activities.
- Ensure Monitoring indicators according to project performance report requirements (PMT); Project results;
- Assist in the production of reports on the results and impacts.
Capacity Building, Mentorship, and Staff Management
- Responsible in planning, execution of capacity building trainings, work with community members, and provide technical support to government counterparts.
Stakeholder and Community Engagement
- Develop, implement, and monitor stakeholder engagement plans to ensure effective participation and collaboration of all relevant parties throughout the project lifecycle.
- Coordinate and support community mobilization and sensitization activities to promote awareness, ownership, and participation in project interventions.
- Collaborate with communication teams to ensure IEC materials aligns with stakeholder interests and organizational policy.
Other Responsibilities:
- Support other activities as assigned
- Contribute to CARE’s resource mobilization efforts
Requirements
QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required
- Bachelor’s degree in agriculture, Development Studies, Economics, or a related field
- Minimum 3 years’ experience working in similar project and context.
- Excellent analytical and critical thinking ability.
- Strong skills in community mobilization and engagement, facilitation, presentation to a wide range of stakeholders and effective communication
- Commitment to and knowledge of working with partner-led operational approaches, developing and supporting partner organizations to achieve direct impact and results relating to the program objectives
- Experience and ability to work well within a team to achieve and deliver results.
- Ability to work effectively with others persuading, influencing, negotiating and supporting, following as required to achieve targets
- Ability to manage competing tasks; ability to prioritize and produce high level output consistently.
- Strong analytical skills and experience using a computerized information management system (Ms. Word, Excel etc.)
- Demonstrated skills in building and maintaining relationships with project stakeholders, local partners, and local organizations.
- Fluency in English and strong oral and written communication skills; excellent demonstrated intercultural, interpersonal, and negotiation skills are required.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
