Food Security and Livelihood Manager

Job Summary:

The manager Food Security and Livelihoods (FSL) support country missions in designing, implementing & monitoring of FSL projects in humanitarian and development contexts as well as training and building capacity of existing and newly recruited local FSL staff and stakeholders in CDHI FSL standards and programming. The FSL manager will also represent CDHI in FSL sector clusters and technical working groups.

Key Responsibilities

Technical and Implementation support

Support efficient planning, implementation, and monitoring of FSL projects ensuring that they conform to CDHI FSL standards, internationally accepted standards, and country guidelines.

Work with Finance and Logistics to plan and procure FSL related supplies within program budgets, ensuring compliance with CDHI FSL standards, procedures, and donor regulations.

Coordinate with other FSL partners, CDHI sectors and community leaders to conduct multi-sectoral assessments, identify the need for FSL options and support the country mission to feed assessment result into proposals if needed.

  • Collaborate with the Program Manager, MEAL, and other sector coordinators to create synergies\’ and achieve integrated program objectives and smooth implementation.
  • Organize regular review, update, and experience sharing meetings among FSL staff, identify areas of concern and provide workable solutions for identified challenges.
  • Collaborate with the country project teams and sector coordinators to identify existing project implementation gaps and new opportunities for FSL program development.
  • Coordinate the necessary FSL assessments in existing and in potential new areas.
  • Demonstrate understanding of the FSL technical approaches and the role of linking FSL and early warning in preventative nutrition interventions and guide FSL staff in implementing multi-sectoral programs.
  • Work closely with Global FSL Advisors and exchange sound practices.

Capacity Building

  • Induct new FSL staff in CDHI FSL standards and technical aspects of planning, implementing, and monitoring of FSL programs to enable them to fit in and effectively do their jobs.
  • Assess their training needs; and develop a training program to meet these needs.
  • Assist the staff to develop/adopt appropriate technical training manuals and facilitator\’s guides.
  • Support the staff to build strong relationships with community groups to promote active participation.
  • Support the FSL staff to write reports, document successes, challenges, and best practices for external and internal use.

Representation

  • Actively represent Chabash Development and Health Initiative and serve as the technical resource person on food security and livelihoods sector networks and technical Working Groups

Required Skills, Knowledge & Abilities

  • Strong technical skills in designing and implementing appropriate and effective FSL projects, and donor reporting.
  • Familiarity with design and programming processes of different donors especially NHF among others.
  • Knowledge in any FSL technical areas like Food assistance, Nutrition-sensitive Agriculture, Livestock, Income generating activities, VSLAs, micro-finance, Vocational skills training, disaster risk reduction etc.
  • Ability to provide implementation and technical support for CDHI staff in the proper implementation of integrated FSL interventions in humanitarian and development contexts.
  • Ability to conduct technical FSL assessments, read, analyze, and interpret data and write technical reports.
  • Ability to work effectively with government, community leaders, international/national organizations, donors, partners, and other Chabash Development and Health Initiative relationships.
  • Strong communication, coordination, and representation skills.
  • Demonstrated experience and skills in ensuring community participation and gender mainstreaming in humanitarian programming.
  • Advanced proficiency in the use of MS Office, and other computer applications.
  • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines.
  • Ability and willingness to travel to remote field sites and nutrition facilities.

Qualifications and Experience

  • Bachelor\’s degree in Agriculture, Food security, rural development, Entrepreneurship, International development, or any other agricultural related discipline. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • 5+ year of relevant and progressive experience in designing, planning, implementing, supervising, and reporting on Food security and Livelihoods programs.
  • Technical background in any of the following FSL disciplines; Food assistance, Agriculture, Livestock, nutrition-sensitive agriculture, Income generating activities, VSLAs, micro-finance, Vocational skills training, disaster risk reduction.
  • Experience in staff capacity building, facilitation of training and workshops, writing/ developing project proposals and project reports.
  • Professional experience in areas of global food policy and food security.
  • Ability to lead FSL assessments, analyze data, draft FSL reports/publications providing implications for countries.
  • Familiarity with international standards and guidelines for Food Security and Livelihood, Humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
  • Strong communication skills, both oral and written and advocacy skills.
  • Relevant regional experience strongly preferred.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Chabash Development and Health Initiative and amongst beneficiaries served by Chabash Development and Health Initiative.
  • Any other duties that may be assigned from time by supervisors.

Job Summary:

The Livelihood Officer will provide technical and programmatic support to crisis-affected families and communities to design and implement sustainable, community-based livelihood initiatives. The role focuses on promoting employment opportunities, enhancing vocational skills, and supporting income-generating activities to reduce vulnerabilities and build resilience. The successful candidate will work closely with caregivers, youth, and young adults to strengthen their livelihood capacity, enabling sustainable income generation and self-reliance even in emergency contexts. Priority will be given to interventions that deliver immediate or short-term improvements in household socio-economic well-being, while laying the foundation for longer-term recovery and resilience.

Key Responsibilities

  • The livelihood officer will give Priority attention to interventions that would have immediate or short-term positive effect on the family’s socio-economic wellbeing, aiming to reduce their vulnerability; e.g. access to start-up support for job creation, access to low-interest loans for micro-business development, individual skills training, targeted vocational or entrepreneurship training, job placement, internship, business expansion support, etc.
  • Support families to identify ‘gaps’ in attaining self-reliance while linking it to the keys to self-reliance based on the development needs of each child within their care
  • Support families to establish set goals, milestones with timelines and develop actionable plans to achieve the defined set goals to address the identified gaps
  • Ensure that the organization keeps its commitments, in terms of support services committed to in the FDPs action plans;
  • Empower families to have improved household income to actively support the development of their children and be self-reliant
  • Support young adults and caregivers in setting up viable small-medium scale businesses with good business plans and link them to other funding sources for business scaling-up and expansion
  • Implement skills-based innovative sustainable livelihood community initiatives that have a direct and immediate or short-term positive effect on the family’s socio-economic activities, aiming to reduce the family’s vulnerability and increase their chances of being self-reliant
  • Identify weaknesses and strengths in the livelihoods activities and map the best way forward to enhance strengths and mitigate adverse impacts or weaknesses;
  • Ensure gatekeeping and case management guidelines are followed in providing specifically tailored interventions targeted at supporting families to attain self-reliance
  • Conduct activities in a community- and rights-based, participatory manner, maintaining an Age, Gender and Diversity (AGD), and conflict-sensitive approach for community engagement
  • Ensure timely and quality progress and financial reporting by partners in line with agreed templates and schedules
  • Monitor programme implementation of partners (contractors, consultants, grantees) in accordance with agreements, work plans, deliverables, and timelines
  • Carry out regular reviews of the situation of the families and the support provided to them by the programme
  • Contribute to the realization of sustainable income generation for families to provide quality care and protection for their children

Qualifications and Experience

  • Bachelor’s degree in Economics, Agriculture, Business Administration, Development Studies, Social Sciences, or a related field.
  • Minimum of 3-year experience in emergency response programming and working with vulnerable populations.
  • Knowledge of market systems development, micro-enterprise, and vocational training approaches.
  • Familiarity with donor-funded projects and humanitarian standards.
  • Strong project design, implementation, and monitoring skills.
  • Excellent facilitation, training, and community mobilization abilities.
  • Competence in conducting needs assessments and market analysis.
  • Good communication, negotiation, and partnership-building skills.
  • Ability to manage data, prepare reports, and ensure accountability.
  • Computer literacy (MS Office, data collection/analysis tools).
  • Commitment to humanitarian principles, child safeguarding, and protection standards.
  • Strong problem-solving, decision-making, and analytical thinking.
