Engagement of Financial Services Provider for Cash Transfer Activities
Objectives:
The main objective of this approach is to provide self-directed, flexible cash support to GBV survivors, enabling them to meet their multiple basic needs according to their own priorities and preferences. This support is designed to promote dignity, autonomy, and empowerment, ensuring survivors can decide for themselves how best to rebuild their lives.
Through this initiative, survivors will be able to address essential needs such as:
- Health services and medical expenses
- Safe shelter and protection
- Legal support to access justice and rights
- Livelihood recovery and rebuilding of economic assets
- Psychosocial support for emotional and mental well-being
Beyond meeting immediate needs, the approach also focuses on achieving the following key objectives:
- Providing flexible cash assistance empowers survivors to make informed choices and manage their recovery in a way that fits their context. This reduces their vulnerability to further exposure to GBV risks, exploitation, and harmful coping strategies.
- The program seeks to assess the impact of cash assistance in supporting the healing process and rebuilding survivors’ economic independence. Lessons learned will inform whether this approach should be scaled up in future GBV programming.
- Many survivors face barriers to accessing Adolescent Sexual and Reproductive Health (ASRH) services due to transportation costs and the inability to pay for related expenses. Cash assistance directly addresses these challenges, removing financial obstacles and improving timely access to critical services.
Scope of Work:
- Provide safe and timely cash transfer services to identified beneficiaries.
- Ensure confidential and secure delivery to 100 women and girls’ survivors of GBV (50 in Monguno and 50 in Pulka).
- Amount payable per beneficiary is ₦43,064
- Work in close collaboration with NCA program, finance, and MEAL teams to ensure compliance with accountability and safeguarding standards.
- Facilitate transparent documentation and reporting of all disbursements.
Expected Deliverables:
The total contract period for the financial services provider (FSP), will be 43 payable working days from the contract signature. Within this timeframe, the following deliverables are to be completed as per the tentative timetable below:

Reporting:
The contract will be supervised by the NCA programs, Finance and MEAL team in line with NCA policy, The program managers will support during the activity meeting with NCA projects main stockholders and mores knowledges on the project.
Eligibility Criteria:
Interested bidders must:
- Be a legally registered financial service provider in Nigeria.
- Demonstrate proven capacity in cash transfer activities in humanitarian or development contexts.
- Have presence or operational ability to cover Borno State, particularly Monguno and Pulka.
- Provide evidence of strong internal controls, fraud prevention systems, and data protection measures.
- Submit copies of [CAC registration certificate, Tax Identification Number, financial statements for last 2 years].
- Present at least 2 references of similar work done with humanitarian or development actors.
Evaluation Criteria:
The technical evaluation will be considered in accordance with the following information:
Technical Proposal: 70 points
Overall Response (10 points):
- Understanding of, and responsiveness to NCA requirements.
- Understanding of scope, objectives and completeness of response.
- Overall concord between NCA requirements and the proposal.
Company and key personnel (20 points):
- Team leader: Relevant experience, qualifications, and position with firm.
- Team members – Relevant experience, skills and competencies.
- Organization of the team and roles and responsibilities.
- Professional expertise, knowledge and experience with similar projects, contracts, clients and consulting assignments.
- Financial status.
Proposed Methodology, Approach and System (40 point):
Quality of the proposed approach and methodology.
- Quality of proposed implementation plan, i.e how the bidder will undertake each task, and time-schedules.
- Risk assessment – recognition of the risks/peripheral problems and methods to prevent and manage risks/peripheral problems.
Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 50 to 70 points).
Financial Proposal (30 points)
The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.
Submissions must Include:
- Technical Proposal (detailing capacity, methodology, and risk management).
- Financial Proposal (in NGN, inclusive of all costs).
- Company registration documents and compliance certificates.
- Profiles/CVs of key personnel.
Completed proposals should be sent in sealed envelopes or Via Email clearly marked
“Proposal for the Engagement of a Financial Services Provider for Cash Transfer Activities”
Payment Schedule:
Payments will be executed upon approval of the submitted and completed deliverables in the agreed work plan and reviewed services completed by NCA programs, finance and MEAL team. An invoice and proof of satisfactory completion of the respective agreed deliverables must also be submitted. Payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value.
Recourse:
NCA reserves the right to withhold all or a portion of payment if services provided is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of services and responsiveness to NCA and counterpart feedback.
Property Rights:
- NCA shall hold all property rights, such as copyright, patents, and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with NCA.
- NCA reserves the right to accept or reject any bid, annul the process, or award contracts in part or whole without obligation to inform the affected bidder(s).
- NCA upholds the principles of fairness, transparency, and zero tolerance to fraud, corruption, and sexual exploitation and abuse.
Method of Application
Prospective financial services providers (FSPs) should submit their proposal to Procurement.NG@nca.no with the application subject line heading “Proposal for the Engagement of a Financial Services Provider for Cash Transfer Activities”. The application package should include the following:
- A cover letter (no more than 5 pages)
- Proof of services provided, and two reference of similar work done in the past.
- Detailed budget stipulating all-inclusive fees
- Certified copy of registration/incorporation document/SCUML certificate/Tax and CAC registration
- Legal financial services certificate should be attached
- Late or incomplete applications will not be considered.
- Deadline for submission: September 25nd, 2025. 12:00 pm in Nigerian local time.
