Field Roving Senior Finance Officer

GOAL/PURPOSE

  • The Field Senior Finance Officer will support the Country Senior Finance Manager in overseeing financial operations in MACI’s Borno and Yobe field offices. This includes ensuring compliance with donor and organizational policies, managing field budgets, processing transactions, and supporting audits and reporting requirements.

KEY RESPONSIBILITIES

Financial Management and Oversight

  • Manage day-to-day financial operations across the Borno and Yobe field offices.
  • Maintain updated financial records and ensure timely data entry and reconciliation.
  • Review and verify payment requests, expense reports, and procurement documentation.

Budget Control and Support

  • Track expenditures against project budgets and ensure proper utilization of funds.
  • Alert the Finance Manager of any significant budget variances or financial risks.
  • Assist in budget forecasting and proposal development.

Compliance and Documentation

  • Ensure strict adherence to MACI financial policies, donor regulations, and Nigerian tax laws.
  • Maintain organized and audit-ready financial documentation.
  • Support internal and external audits, providing requested documentation and explanations.

Capacity Building

  • Train and provide technical support to field staff on financial procedures and documentation standards.
  • Promote financial literacy and accountability among non-finance personnel.

Reporting

  • Submit monthly financial reports, bank reconciliations, and cash forecasts to the Country Office.
  • Assist in the preparation of donor financial reports as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Education: BSc/HND in Accounting, Finance, Business Administration, or related field. A Master’s degree or professional certification (ICAN, ACCA) is an added advantage.
  • Experience: Minimum of 6 years relevant experience in humanitarian finance roles, preferably in Northeast Nigeria.
  • Languages: Fluency in English and Hausa required. Knowledge of Kanuri or other local dialects is an added advantage.

Technical Skills:

  • Proficient in Microsoft Office Suite (especially Excel)
  • Experience using financial software (e.g., QuickBooks, Dynamics, zoho etc.)
  • Strong understanding of donor compliance

Method of Application

GOAL/PURPOSE

  • The LGA Team Lead will play a key role to oversee and coordinate the implementation of NIN enrolment initiatives in partnership with the World Food Programme (WFP) and National Identity Management Commission (NIMC). The LGA Team Lead will manage community engagement, supervise enrolment processes, and ensure smooth communication between all stakeholders involved.   The LGA Team Lead Directly Report to the Program Manager with Indirect Report to the Program Coordinator. This role involves extensive community engagement, coordination with local authorities, and information dissemination to ensure the community is well-informed and actively participating in the enrolment process.  

JOB DESCRIPTION:

Co-creation and Dissemination of Key Messages:

  • Collaborate with WFP and NIMC to develop clear, accurate, and culturally appropriate messages for beneficiaries regarding NIN enrolment.
  • Ensure the dissemination of these messages through appropriate channels to maximize reach and understanding among beneficiaries.

Awareness Raising:

  • Inform beneficiaries about the basic requirements and supporting documents needed for acquiring a National Identification Number (NIN).
  • Conduct educational sessions and distribute informational materials that outline the benefits of having a NIN.

Community Engagement and Scheduling:

  • Organize and facilitate community meetings to discuss and determine the most convenient times and schedules for NIN enrolment activities.
  • Ensure that enrolment schedules are well-publicized and accessible to all community members. 4) Community Mobilization:
  • Identify and engage community leaders to act as advocates and provide attestation for beneficiaries where required.
  • Mobilize local resources and support to aid in the enrolment process.

Supervision and Coordination:

  • Oversee the entire NIN enrolment process within the assigned LGA, ensuring that it runs smoothly and efficiently.
  • Provide on-the-ground support to resolve any issues that arise during the enrolment process.

Monitoring and Reporting:

  • Monitor enrolment activities and collect data on progress, challenges, and feedback from beneficiaries.
  • Compile and submit detailed reports to NIMC and WFP, highlighting any issues and recommending solutions for improvement.

Stakeholder Collaboration:

  • Maintain effective communication with NIMC, WFP, community leaders, and other stakeholders to ensure alignment and cooperation.
  • Facilitate regular meetings and updates between stakeholders to keep everyone informed and engaged.

Community Engagement and Mobilization:

  • Establish and maintain connections with communities to mobilize members for engagement in community-based protection activities.
  • Organize and participate in community engagements to determine the most suitable period and schedule for the onset of NIN enrolment.
  • Mobilize community leaders to provide attestation on behalf of beneficiaries where required.

Additional Duties:

  • Respond and adjust to flexible activity scheduling and logistical constraints related to public space management.
  • Conduct other duties as assigned by the supervisor.

JOB PROFILE:

  • Education: BSC/BA/B.TEC/LLB/ or HND or any equivalent Qualification from a recognized Institution 
  • Experience: Five (5) years Progressively responsible experience in the Humanitarian sector
  • Languages: English and Hausa languages. Knowledge of the local dialect is desirable
