Procurement Specialist
Leads strategic sourcing, contracting and supplier management for Data Centre, FTTH and Telecom infrastructure projects, ensuring compliance, value for money, timely delivery and supply continuity across multinational operations in support of organisational objectives.
Reporting Line: Procurement Operations Manager
Key Duties and Responsibilities
Procurement Strategy & Execution
- Implement procurement policies, procedures and sourcing plans to acquire high-quality materials, equipment and services aligned with business and project objectives
- Collaborate with departments to define procurement needs, specifications and forecasts
- Analyse industry trends, market dynamics and demand patterns to support sourcing strategies and senior management decision-making
Sourcing and Supplier Management
- Conduct global sourcing activities in compliance with international trade regulations, corporate governance standards and ethical procurement practices
- Identify, prequalify, onboard and manage suppliers across multiple regions, ensuring a competitive, reliable and sustainable supplier base
- Develop go-to-market sourcing strategies, perform supplier benchmarking and conduct market surveys to strengthen and diversify the supplier database
- Build and maintain strong supplier relationships to secure favourable commercial terms and long-term value
Tendering, Contracting and Negotiation
- Support and manage bidding processes, including preparation of RFQs, RFPs and TORs, and conduct detailed technical and commercial evaluations
- Negotiate pricing, payment terms, lead times, SLAs, MSAs and contractual terms in collaboration with legal and cross-functional stakeholders
- Ensure contracts effectively mitigate commercial, operational and supply chain risks
Operational Procurement and Systems
- Prepare, review and issue purchase orders in NetSuite, ensuring accuracy, timely approvals, documentation and compliance with internal controls
- Track order fulfilment, delivery milestones and documentation to ensure timely and compliant execution
- Support inventory monitoring, replenishment planning and accurate record-keeping in NetSuite to maintain operational excellence
Cost Optimisation and Performance Management
- Support in cost optimisation initiatives through liaison with cross-functional departments
- Monitor, evaluate and analyse supplier performance using defined KPIs to drive continuous improvement
- Identify supplier-related risks and implement mitigation and contingency plans
Logistics and Trade Compliance
- Support logistics operations, including international shipping, import/export documentation, customs clearance and final delivery coordination
- Ensure compliance with regulatory, customs and trade requirements across multiple jurisdictions
Reporting and Continuous Improvement
- Prepare and manage daily, monthly, and quarterly procurement reports covering spend, supplier performance, savings, and risk
- Develop and implement procurement process improvements and solutions to enhance efficiency and effectiveness
Minimum Qualifications
- Bachelor’s degree in Procurement, Supply Chain Management or a related field
- Professional certification such as CIPS or equivalent is highly desirable
- Strong proficiency in ERP systems; NetSuite experience is an advantage
Experience and Skills
- At least 5 years’ experience in procurement and supply management within a multinational, telecommunications or large-scale organization
- Demonstrated experience in Data centre, FTTH and Telecom-related procurement
- Proven experience in global sourcing and managing international suppliers across the globe
- Strong understanding of procurement best practices, contract administration and risk management
- Practical knowledge of import/export regulations, customs procedures and global logistics
- Strong commercial and financial acumen with the ability to evaluate total cost of ownership
- Ability to work effectively in a fast-paced, multicultural environment
