Operations Manager

The Operations Manager is responsible for overseeing and coordinating all offshore and depot operations to ensure safe, efficient, and compliant receipt, storage, and transfer of petroleum products. The role involves hands-on supervision of terminal activities, vessel operations, and inspection processes, with a focus on operational safety, product integrity, and regulatory compliance.

RESPONSIBILITIES AND ACCOUNTABILITIES

Operational Oversight & Coordination

  • Lead and supervise day-to-day offshore and depot operations to ensure seamless product handling, storage, and transfer activities.
  • Coordinate and monitor vessel discharge and loading operations, ensuring adherence to safety, quality, and operational standards.
  • Ensure proper planning and execution of product receipt and evacuation schedules to minimize downtime.
  • Oversee inspection and maintenance of operational assets, including pipelines, tanks, pumps, and associated infrastructure.

Safety, Quality & Compliance

  • Enforce compliance with company HSE policies, procedures, and industry regulations.
  • Conduct regular field inspections, safety audits, and risk assessments across all operational sites.
  • Ensure that all operational activities comply with statutory requirements of NMDPRA, NPA, NIMASA, and other relevant agencies.
  • Maintain product quality through proper sampling, testing, and documentation of results.

Stakeholder Relations & Communication

  • Liaise with regulatory agencies, customers, and contractors to facilitate smooth operational activities.
  • Interface with logistics, commercial, and QHSE teams to ensure operational alignment and delivery efficiency.

Address operational issues promptly and provide timely updates to management.
Inventory & Reporting

  • Oversee stock management and ensure accurate reconciliation of product volumes.
  • Track vessel, truck, and pipeline movements to prevent product loss and discrepancies.
  • Prepare and submit daily, weekly, and monthly operational reports to management.
  • Investigate and report incidents, near misses, and equipment breakdowns, ensuring corrective actions are implemented.

People & Resource Management

  • Supervise and mentor operational staff, ensuring high levels of discipline, performance, and safety awareness.
  • Coordinate the deployment of manpower and equipment for optimal productivity.
  • Build the technical capacity of the team through regular on-the-job training and performance feedback.

Continuous Improvement & Emergency Response

  • Drive process improvement initiatives aimed at enhancing operational efficiency and cost control.
  • Participate in emergency response drills and ensure operational readiness for incident management.
  • Implement measures to minimize downtime and operational risks.

Educational Requirement

  • Bachelor’s degree in Engineering, Operations Management, or a related technical discipline.
  • A Master’s degree or professional certifications (e.g., HSE Level 1–3, NEBOSH, ISPON, PMP) will be an added advantage.
  • Minimum of 15 years of progressive experience in offshore inspection and depot operations.
  • Must currently be in a managerial or senior supervisory role within a reputable oil and gas company.
  • Strong knowledge of terminal management, vessel operations, and product quality control

Skills Requirement

Job Purpose:

The Head, Retail Commercial for the Northern Region, is responsible for driving the strategic growth and profitability of the company’s retail business across the Northern states. The role oversees sales performance, customer experience, network expansion, and operational excellence to ensure sustainable growth, increased market share, and efficient service delivery in the region.

RESPONSIBILITIES

Commercial and Strategic Leadership

  • Develop and implement retail commercial strategies to achieve revenue, profitability, and growth targets in the Northern region.
  • Liaise with the Retail Operations unit to enhance station performance and operational efficiency.
  • Drive commercial cost-saving initiatives to improve outlet profitability and optimize margins.
  • Collaborate with Regional Managers (RMs) to identify viable outlets for acquisition, leasing, or strategic partnerships.
  • Anticipate market dynamics and identify emerging trends to guide business planning, pricing, and retail policy direction.
  • Prepare, review, and manage the regional annual revenue and cost budget for retail stations.

Sales and Business Development

  • Drive AGO, PMS, and LPG sales performance across all stations to meet or exceed set targets.
  • Review daily and weekly sales performance reports to guide decision-making on pricing, stock management, and marketing initiatives.
  • Approve and monitor RMs’ marketing plans and promotional activities aimed at increasing customer acquisition and retention.
  • Promote non-fuel retail business opportunities (e.g., lubricants, convenience stores, services) to diversify revenue streams.
  • Lead efforts to identify and onboard new customers and business partners across the region.

Customer Experience and Relationship Management

  • Serve as the management point of contact for escalated customer issues, including service complaints, product quality, and site incidents.
  • Drive initiatives to strengthen customer satisfaction, loyalty, and retention in the Northern market.
  • Develop effective dispute resolution and customer service strategies to address and resolve service delivery challenges promptly.

Operational and Performance Management

  • Monitor regional performance against monthly and annual revenue, cost, and efficiency objectives.
  • Work closely with Retail Operations to ensure adherence to operational standards, HSE policies, and regulatory requirements.
  • Institutionalize retail policies, procedures, and systems to ensure consistency, accountability, and performance excellence across outlets.
  • Provide management with regular reports on market intelligence, performance analytics, and commercial outcomes.

Leadership and People Management

  • Provide leadership and strategic direction to the Regional Managers and the broader retail commercial team.
  • Coach and mentor team members to enhance their performance, capability, and alignment with company objectives.
  • Promote a culture of high performance, discipline, and accountability across all retail units in the region.
  • Represent the company at with regulatory authorities as required.
  • Undertake any other duties or tasks that may be assigned by management from time to time.

Requirements

Educational Requirement

  • Bachelor’s degree in Business Administration, Marketing, Economics, or any related discipline.
  • A Master’s degree or MBA is an added advantage.
  • Minimum of 10 years’ experience in retail sales, business development, or commercial operations, preferably within the downstream oil and gas sector.
  • At least 5 years in a Regional/Area Manager capacity overseeing multi-location retail operations.
  • Demonstrated success in achieving sales growth, outlet expansion, and profitability targets.

Skills Requirement

  • Strong commercial acumen and business development skills.
  • Must be able to speak Hausa fluently to enable effective communication and relationship building.
  • Excellent leadership, team management, and communication abilities.
  • In-depth understanding of the Northern market, including consumer behavior and distribution dynamics.
  • Strong customer relationship management and negotiation skills.
  • Proficiency in Microsoft Office Suite, business reporting and budget preparation.
