Procurement Officer

ACET Nigeria is seeking a highly organised, proactive, and detail-oriented Procurement Officer to lead, manage, and coordinate the organisation’s procurement and supply chain activities. This role is central to the efficient and effective delivery of ACET Nigeria’s programs and operations by ensuring timely, transparent, and value-for-money acquisition of goods, works, and services.

The Procurement Officer will oversee all aspects of procurement planning, tendering, evaluation, contracting, and vendor management. The officer will ensure that procurement processes strictly comply with ACET Nigeria’s internal procurement policies, donor requirements (including those from international agencies and development partners), and relevant national procurement laws and standards. The ideal candidate will demonstrate strong ethical conduct, accountability, and a commitment to building robust supply chain systems that support program excellence and organizational growth.

In addition, the Procurement Officer will collaborate with various internal departments, program managers, and external vendors to ensure quality service delivery, cost-effectiveness, and efficiency. The role also includes providing strategic input into procurement forecasting, maintaining accurate records and documentation, conducting supplier performance assessments, and contributing to continuous improvement in procurement practices.

This is a key position requiring excellent negotiation skills, analytical thinking, problem-solving ability, and a strong understanding of procurement principles and supply chain logistics in the context of humanitarian and development work. The successful candidate must also be capable of handling multiple tasks under tight deadlines while maintaining the highest standards of integrity, confidentiality, and professionalism.

Key Responsibilities:

  • Develop and implement procurement strategies, procedures, and annual procurement plans in line with ACET Nigeria and donor guidelines.
  • Conduct the procurement process for technical and operational procurement – from solicitation to final delivery of goods and services, including submission of final payment request to Finance for payment processing.
  • Track operational and programmatic procurement requests. Ensure all requests are logged, acknowledged and acted upon in a timely and compliant fashion and are consistently updated in the procurement tracker.
  • Facilitate technical evaluation committees, where required, to inform final procurement decision on goods and services to obtain best value.
  • Lead the sourcing, bidding, evaluation, draft negotiation memoranda, selection memos contract award and other procurement documentation processes where applicable for goods and services, and ensure this is on file for all procurements.
  • Maintain and update a comprehensive supplier/vendor database and manage relationships to ensure quality and value-for-money procurement.
  • Ensure proper documentation of all procurement transactions and maintain accurate procurement records, ensuring audit readiness at all times.
  • Work closely with program, admin, and finance teams to ensure effective coordination and timely delivery of procurement requests.
  • Monitor supplier performance and contract compliance; escalate concerns as appropriate.
  • Support logistics planning for delivery, warehousing, and distribution of procured items.
  • Ensure procurement activities uphold principles of transparency, fairness, accountability, and value for money.
  • Track market trends and conduct price analysis to inform budgeting and planning.
  • Manage fleet and assets, ensuring regular update of vehicle and equipment logs and assets register.
  • Train and support staff on procurement procedures and best practices.
  • Prepare and submit periodic procurement reports to management and donors as required.
  • Ensure the highest level of honesty, integrity, openness and transparency in administering the award processes and procedures.

Qualifications and Experience:

  • Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, or a related field.
  • Minimum of 5 years of progressive procurement experience, preferably in an NGO or donor-funded environment.
  • Professional certification in procurement (e.g., CIPS, CIPSMN) is an added advantage.
  • Experience engaging with local and international vendors on procurement of goods and services required
  • Knowledge of procurement using ERP systems is required
  • Strong understanding of procurement regulations, Nigerian public procurement laws, and donor (e.g., USAID, UN, Global Fund) procurement policies.
  • Proficiency in MS Office and procurement management software/tools.
  • High integrity, attention to detail, and ability to work independently under pressure.
  • Good interpersonal and team-working skills
  • Fluency in English and effective communication skills are required.
  • Strong negotiation and analytical skills.
