Purpose of Position

KPMG East Africa’s International Development Advisory Services wishes to secure the services of a Project and Program M&E expert based in Sudan. The role of the Project and Program M&E Expert is to provide ongoing monitoring of development projects and programs, which KPMG is engaged to monitor, and share findings/observations and recommendations towards improving program implementation. 

Key roles and responsibilities
The Project and Program M&E Expert will: 

  • Report to KPMG on the overall implementation status of the various grants. 
  • Collect technical information requested by KPMG. 
  • Conduct other spot-checks as and when requested. 
  • Provide administrative support to the key experts as needed.

Stakeholder Engagement

  • Cultivate relationships with Sudan-based stakeholders, including projects and programs implementers, 
  • Act as a point of contact for KPMG in Sudan.

Qualifications

  • Bachelors or Master degree in Public Health; Medicine; Monitoring and Evaluation; Project and Program Management; or other related discipline.

Academic/Professional qualifications and Experience

A minimum of five years relevant experience in the health sector, especially in monitoring and evaluating health programs in developing countries, and with the following expertise:

  • ability to interpret performance results of health programs and analyze the implications of such results in the country context; 
  • strong understanding of public health monitoring and evaluation systems; 
  • a thorough knowledge of epidemiology and programmatic interventions related to common infectious diseases; 
  • understanding of the dimensions of health service quality and familiarity with reviewing and interpreting national service delivery guidelines; 
  • strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds; 
  • fluent in both Arabic and English; and ▪ the applicant must be resident in Sudan in any of the 18 states.

The role of the Health Procurement and Supply Chain Expert is to provide ongoing procurement and supply chain implementation monitoring of development projects and programs, which KPMG is engaged to monitor, and share findings/observations and recommendations towards improving program implementation.

The Procurement and Supply Chain Expert will: 

  • Report to KPMG on the overall status of procurement and supply chain logistics of the various grants; 
  • Collect technical information requested by KPMG; 
  • Conduct other spot-checks as and when requested; 
  • Provide administrative support to the key experts as needed. 

Stakeholder Engagement:

  • Cultivate relationships with Sudan-based stakeholders, including projects and programs implementers, 
  • Act as a point of contact for KPMG in Sudan.

Qualifications

  • Degree in Public Health; Pharmacy; Medicine; or other related discipline.

Academic/Professional qualifications and Experience:

A minimum of 5 years relevant experience in procurement and supply chain, notably health programs in developing countries, and with the following expertise:

  • Experience/expertise in assessing policies, systems and structures in the public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products; 
  • Experience/expertise in the procurement of health products including regulations and tendering process; 
  • Experience/expertise in supply chain/logistics management systems; 
  • Experience in quantification and forecasting of health product needs in public health programs; 
  • A good understanding of market dynamics for common infectious diseases in Sudan and the region; 
  • Good writing and analytical skills; 
  • Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds; 
  • Fluent in both Arabic and English; and 
  • The applicant must be resident in Sudan in any of the 18 states.
