Principal Finance and Accounts Officer

Requirements for Appointment

  • Bachelor’s degree in any of the following disciplines: Commerce (Accounting/Finance Option), Finance, Economics, Business Administration (Finance Option), Business Management (Finance/Accounting Option), or any other equivalent qualification from a recognized institution.
  • Part III of the Certified Public Accountants (CPA) Examination.
  • Registered with the Institute of Certified Public Accountants of Kenya (ICPAK).
  • Certificate in a Senior Management Course lasting not less than four weeks from a recognized institution will be an added advantage.
  • At least three (3) years of relevant work experience in a related field.
  • Proficiency in computer applications.

Duties and Responsibilities

  • Monitor expenditure on projects and programmes on a periodic basis.
  • Implement proposals for raising funds.
  • Process commitment of funds and monitor expenditure trends.
  • Provide advisory services to departmental heads and other stakeholders on all financial matters in the Assembly.
  • Interpret and implement financial regulations and procedures, Treasury Circulars, letters, and instructions.
  • Ensure expenditures are within the voted allocations.
  • Develop supplementary financial regulations and procedures to enhance internal controls established through normal Treasury Regulations and Procedures.
  • Prepare management financial reports, including: Monthly expenditure returns
  • Monthly bank reconciliation statements
  • Cash flow statements
  • Analysis of deposits
  • Maintenance of up-to-date and accurate books of accounts
  • Authorize payments and sign cheques, subject to set limits.
  • Prepare revenue and expenditure returns in accordance with Treasury regulations and law.
  • Assist in developing supplementary financial regulations and procedures to strengthen internal controls.

Requirements for Appointment

  • Bachelor’s Degree in Commerce (Accounting or Finance option),Business Administration (Accounting option) from a recognized institution or any other relevant qualification adjudged to be its equivalent from an approved institution
  • Part II of Certified Public Accountants (CPA) Examination or its approved equivalent;
  • Senior management course from a recognized institution lasting not less than four weeks will be an added advantage
  • Certificate in Computer Applications;

Duties and Responsibilities

  • Timely and accurate preparation of quality management reports;
  • Planning, directing, coordinating, supervising areas of control;
  • Training and development of staff under him/her;
  • Undertake ad hoc assignments relating to accounting services;
  • Certify and verify returns, documents and vouchers;
  • Responsible for Assembly assets, records and custody of Accountable Documents under his/her sections(s).
