Purpose of the job

The tasks performed by security wardens will vary from time to time. The officers are responsible for implementing security policy and procedure that ensures the safety and security of personnel and property within the precincts of Parliament.

Key Result Area

KRA 1: Operational Responsibilities / Tasks

  • Control vehicle and pedestrian access at the main gate, by stopping all vehicles and pedestrians and properly identifying them before they are allowed access into the precincts so that there is orderly entry into Parliament.
  • Direct all visitors entering into the precincts to the public vetting station in order to ensure that they are properly cleared before they are given access into the precincts;
  • Manning of X-ray machines walk through metal detectors, underbelly cameras, CCTV screens, bomb detectors so that criminals can be detected and apprehended.
  • Carry out searches of vehicles and persons entering into the precincts so that no illegal substances, contraband or any other items that could be injurious to persons or property enters the precincts;
  • Carry out searches of vehicles and pedestrians exiting the precincts to ensure that no Parliament owned property is removed without authority from inside the precincts;
  • Scrutinize gate-passes to ensure that Parliament owned equipment is not removed from Parliament without authority in order to mitigate pilferage.
  • Screening, vetting, directing and clearance of visitors to ensure that only authorised visitors gain access to Parliament.
  • Control the main lobby and corridors to ensure that only MPs, staff and visitors are allowed access into the area to ensure security and avoid idling and congestion.
  • Provide a security presence in the car park to prevent vandalism and pilfering from vehicles parked there;
  • Apprehend persons who may have entered the precincts unlawfully so that they can be interrogated and their intentions known;
  • Maintain the Occurrence Book and other Security books and records in order that future references can be made in cases of investigations;
  • Receiving and registering of all complaints from members, PSC staff and the general public so that they can be resolved by relevant authorities.
  • Carry out foot patrols of the boundary fence line, to prevent any unauthorized entry into the precincts;
  • Carry out foot patrols of the internal buildings by day and night to ensure that only authorized persons are in these areas.
  • Conduct security and safety checks of all offices during the quiet hours to ensure they are secured/locked and taking the appropriate action to secure any offices found unlocked are secured to prevent loss of property;
  • Maintain radio communications with control and relay the appropriate messages regarding security related incidents as they occur for quick response;
  • Mann the Control room and monitor the CCTV surveillance system, answer the telephone and dispatch patrols to all calls for assistance ;
  • Assist with any emergency evacuation of the precincts in the event of fire or other incident so as to avoid injury and/or death;
  • Screen all incoming mails to avoid entry of dangerous or prohibited items gaining access into Parliament.
  • Crowd control during demonstrations and during state official functions.

KRA 2: ISMS

  • Maintain security equipment and systems to improve their performance and reduce operational costs.
  • Man the ISMS and security equipment as required in the SOP
  • Man and operate the security equipment including monitoring of CCTV and radio communication networks

KRA 3: Fire safety and prevention

  • Conduct regular checks on the serviceability of the fire safety equipment.
  • Provide daily reports on the serviceability of the fire safety equipment.
  • Participate in the regular fire awareness training and drills for all staff and Members.
  • Provide timely first Aid services as may be required.

REQUIREMENTS FOR DIRECT APPOINTMENT

For appointment to the grade of Security Warden, a candidate must –

  • Be in a possession of Kenya Certificate of Secondary Education (KCSE) minimum grade D + (plus)
  • Have completed paramilitary training from any of the uniformed forces institution.
  • Have served satisfactorily in the uniformed service for a period not less than three years.
