Programme Manager- Wash

The incumbent will be responsible for guaranteeing the quality, relevance and scaling of WASH strategy and interventions at the country programme, in conformity with Concern Worldwide and other international standards as well as national policies. The Manager, WASH will contribute to WASH needs identification, fundraising, oversee WASH projects technical implementation and guarantee quality, efficiency, cost-effectiveness, representation and actively participate in national WASH and technical forums and contributing to the development of strategic partnership in the WASH sector.

Main Duties and Responsibilities

  • To ensure the overall coordination, planning, monitoring, and management of the WASH project activities.
  • Monitoring the implementation of the WASH strategy, its relevance, revision, and cost effectiveness.
  • Work with the Concern Worldwide WASH field team to define quality control processes for water and sanitation system improvement projects and support them to deliver high-quality water supply, sanitation and hygiene promotion projects.
  • Conduct routine needs analysis to monitor WASH humanitarian situation and coordinate the identification of WASH needs in the target counties.
  • Oversee integration of the WASH sector with the other technical sectors including Livelihoods, Health/nutrition, Education and Advocacy etc.
  • Identify the subjects for WASH sectoral advocacy specific to the country programme, in collaboration with the Governance and Advocacy team.
  • Contribute and/or develop WASH project proposals in close collaboration with the Health and Nutrition and Livelihoods Coordinators.
  • Ensure adherence to government standards, SPHERE standards, programme schedules; plan the activities of the sector and ensure effective implementation of the programme schedules.
  • Ensure overall management and implementation of WASH projects in all the project sites.
  • Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in the WASH sector that effectively engage partners, donors, and governments.
  • Contribute and/or develop sector project proposals in close collaboration with the Livelihoods Coordinator.
  • Support capacity strengthening initiatives in WASH programming for staff and partners through supporting in the development of learning and training strategies and agendas/curriculums, conducting training and workshops, and coaching
  • Prepare appropriate and acceptable designs, develop contract documents including drawings, specifications and bills of quantities for approved project activities.
  • To coordinate closely with other Concern programmes, relevant local administration and technical Government Departments and other NGOs doing similar activities in the project areas.
  • Ensure quality of materials and workmanship in the programme activities.
  • Support and develop the capacity of staff in the areas of WASH for effective integration and implementation
  • Represent Concern Worldwide in WASH TWGs and Coordination meetings at National level and liaise with other organizations working in the sector for collaboration and learning
  • Develop and document standards and techniques through demonstration models with the aim of developing water and sanitation facilities that can be provided to programme participants cost effectively
  • Support in the development and review of WASH related reports and documents for accuracy and appropriateness as required.
  • Participate in WASH project evaluation and contribute to the technical evaluation components of the project.
  • Contribute to planning and budgeting for future technical phases of the project
  • Undertake field visits to check work progress and ensure compliance with project design, proper construction standards, health and safety requirements and adherence to schedules.
  • Develop implementation plans including budget controls procedures, activity coding, etc. and ensure these plans and policies are used in the project implementation and project handover to the community
  • WASH team recruitment and management.
  • To compile and evaluate lessons learned at the completion of the project.
  • Ensure timely and proper development of a Procurement Plan for the project inputs.
  • Ensure supervision, acquisition and handover of equipment and materials as and where necessary.
  • Manage and follow proper procurement procedures

Other Duties

  • Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
  • Participating and contributing towards Concern’s emergency response, as and when necessary
  • Comply with Concern’s health, safety and security guidelines during emergencies
  • Take all possible measure to meet Core Humanitarian Standards (CHS)
  • Any other duties as assigned by the Line Manager

Person Specification

Minimum Education, Qualifications & Experience Required:

  • Degree in Water Engineering, Environmental Health or related field.
  • At least five years’ experience in the WASH Sector related construction, sanitation and hygiene promotion.
  • Demonstrated understanding of WASH programming in both urban and rural context.
  • Good understanding of WASH technology options for ASAL and urban informal settlements
  • Proficiency in MS Office and Microsoft Outlook.
  • Experience working with NGOs in insecure areas and working through and with government systems.
  • Must have a working knowledge of Project Cycle Management.
  • Working knowledge of the following technical approaches: CLTS, PHAST, CtC, Sanitation marketing and engineering design.
