Job & Person Specifications

  • The job holder is responsible for theprovision of guidance to Management on matters relating to optimal utilizationof human resources in compliance with Human Resource Management Act 2012 andLabour laws.
  • The job is also responsiblefor overall leadership to Human Resource Services, Learning & Development,Administration, Insurance, Security, Records and Property functions in theBoard.
  • The Human Resources and Administration Manager will be reporting to theRegistrar/ Chief Executive Officer.

Job Specifications

Theduties and responsibilities of the officer will entail: –

  • Providing leadership in development and implementationof human resource management and development strategy, policies and procedures;
  • Analyzing staffing levels for effective successionplanning;
  • Overseeing human resource planning;
  • Providing secretariat to the Management AdvisoryCommittee;
  • Developing, recommending and ensuring effectiveimplementation of staff compensation and rewards systems;
  • Ensuring implementation of health and safetyprogrammes;
  • Promoting development of staff welfare programmes;
  • Custodian of staff records;
  • Overseeing administrative functions;
  • Overseeing the development and implementation of aneffective staff performance management system; and
  • Ensuring development and implementation of theTraining and Development Plan.

Person Specification

For appointment to this position, an officer musthave: –

  • Have a minimum period of eight (8) years relevant workexperience three (3) of which should have been in a supervisory position;
  • Have Bachelors Degree in Human Resource Management orequivalent qualification from a recognized Institution;
  • Have Masters Degree in Human Resource Management orequivalent qualification from a recognized Institution;
  • Have Post Graduate Diploma in Human ResourceManagement from a recognized institution;
  • Be a registered Member of the Institute of HumanResource Management;
  • Have Valid Practicing License;
  • Have a certificate in Management course lasting notless four (4) weeks;
  • Have proficiency in computer application skills;
  • Have demonstrated professional competence andadministrative capability as reflected in work performance and results: and
  • Fulfil the requirements of Chapter Six of theConstitution.
