Job Requirement
- Bachelor’s Degree in any of the following: – Purchasing and Supply Management, Business Administration, Commerce, Logistics and Supply Chain Management or any other relevant qualification from a recognized institution
- Experience of at least 7 years in procurement services, 2 of which should be at middle management level
- Meets the provisions and requirements as stipulated in the SPM Act 2007.
- Leadership course lasting not less than four (4) weeks from a recognized institution
- Certificate in computer proficiency
- Meets the provision of chapter six of the constitution
- Full membership to a professional body either KISM/CIPS or both.
Job Description
- initiate policy review on procedures, rules and regulations
- oversee procurement activities within and submit internal reports to the Deputy Director Procurement and Contract Administration Services
- Participate in development and preparation of specific County/Departmental procurement manuals
- Provide guidelines on safety and security in ensuring timely disclosure of information on procurement opportunities and awarded contracts
- Ensure cordial supplier relationships
- Prepare budgets and work plans
- Review of tender documents
- Dissemination of market and financial information
- Design of training programs for supply chain management personnel
- Ensuring preparation of procurement plans in the County
- Developing and reviewing performance targets and agreements
- Participating in negotiations with suppliers of goods, works and services
- Perform any related duties that may be assigned by the Supervisor.
