Programme Support Officer-Livelihoods

- In this role, the incumbent will be responsible for supporting the livelihoods programme in the respective sub counties with a focus on livestock, agriculture and sustainable use and management of natural resources. Responsible for timely implementation of program activities guided by the annual work plan and informed by program technical approaches. S/He will work closely with communities and stakeholders at the ward level.
- 3 positions – Marsabit County (Laisamis, Moyale and North Horr Sub-counties)
Main Duties and Responsibilities
Program implementation
- Under the guidance of the Programme Manager, Livelihoods, work closely with the line government departments at the ward level including the Sub County, Ward and Village Administrators, Village/Ward Development Committees, Livestock Production Officers, Water Officers, Natural Resources Management Officers, Ward Animal Health Technicians, Ward Crop Production Officers, Community health units, and Ward Public Health Team and Community Facilitators based in North Horr Sub County to implement program activities
- Support the day-to-day program implementation towards meeting the program mandate in line with the approved work plan, organization policies, and standard operating procedures.
- Provide technical leadership and mentorship to target community groups such as organized farmer’s field schools, cash transfer project participants, income generating groups, Community Disaster Management Committees and Livestock Marketing Associations amongst others. The technical leadership and mentorship to the groups will entail motivating the group members to undertake the planned activities, document the progress made and provide appropriate feedback to the line manager on support needed for the target groups.
- Support community dialogues towards identification of viable livelihoods priorities that will enhance the wellbeing of the community
- Mentor communities in implementation of the defined livelihoods strategies as shall be guided by the line manager
- Responsible for identification and timely requisition of logistical support towards effective program support.
Monitoring, learning and Documentation
- Responsible for development and updating individual monthly work plans
- Share weekly field monitoring reports
- Support in documentation of program activities (including development of success stories, highlighting community needs, and quantify changes related to livelihood program)
- Support joint market monitoring activities to enhance understanding of Minimum expenditure basket for the context
- Provide support in developing monthly progress reports for North Horr sub-county.
- Participate in relevant progress review meetings at the county level
- Monitor and share regular drought situation and other context specific updates that may enhance or hinders implementation of livelihoods programming
Organizational representation and collaboration
- Represent Concern in sub county, ward, cluster, and community meetings.
- Sensitize the project stakeholders at the community level on the project objectives and areas of collaboration.
- Map stakeholders at the community, sensitize them on project objectives and identify areas of collaboration in consultation with the line manager
Others
- Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
- Participating and contributing towards Concern’s emergency response, as and when necessary
- Take all possible measure to meet Core Humanitarian Standards (CHS)
- Any other duties as assigned by the Line Manager
- Complying with Concern’s health, safety and security guidelines during emergencies
Person Specification
Minimum Education, Qualifications & Experience Required:
- Bachelor’s degree or Diploma in livestock, agriculture, natural resource management, development studies, environmental science, or a related field.
- At least two (2) to three (3) years’ experience in a similar role
- Working knowledge and interest in Project Cycle Management, Community Participatory Approaches, Climate Smart Agriculture, Natural Resources Management, Integrated Water Resources Management and Watershed Development.
- Demonstrated experience in implementing community development projects in ASAL areas.
- Strong written and oral communication skills
- Computer literate with good MS Office skills

Method of Application
Main Duties and Responsibilities
- Provide technical support to the livelihoods support officers, community resource persons, local partners and Sub-county government line officers in charge of key sectors including department of agriculture livestock and fisheries, Water environment and Natural resources, trade, industry and enterprise development amongst others to establish a collaborative working environment; implement high impact and evidence informed interventions
- Lead in the day-to-day livelihoods program implementation and prudent utilization of resources towards meeting the program mandate in line with the approved work plan, organization policies, and standard operating procedures.
- Foster linkages with partners and other stakeholders in public and private sector in the county to enhance synergy, collaboration and learning.
- Represent Concern Worldwide at county level livelihoods related technical and coordination forums in: Natural Resources Management, livestock sector forums, agriculture sector forums, WESCOORD, contingency planning and early warning systems, social protection systems and cash transfer programming, and others as will be specified by the line manager.
- Play an active role in generation of new knowledge through documentation of informal interactions and feedback sessions with communities and through participating/supporting surveys and other assessments; and documenting lessons learnt and success stories.
- Contribute to the development of the annual work plan and quarterly costed work plan and support in tracking implementation and reporting.
- Conduct regular field visits to monitor progress, receive community feedback, check on the quality and impact of activities approved in the annual program proposal, and quarterly costed work plans.
Responding to Emergencies
- Participating and contributing towards Concern’s emergency response, as and when necessary
- Complying with Concern’s health, safety and security guidelines during emergencies

Person Specification
Minimum Education, Qualifications & Experience Required:
- A Bachelor’s Degree in Agriculture (Agriculture Production, Agriculture Economics, or Agribusiness) or a related field.
- At least three (3) to four (4) years’ experience in a similar role
- Proven experience in community engagement and facilitation.
- Must have a working knowledge of Project Cycle Management, Climate Smart Agriculture, Community Managed Disaster Risk Reduction, Water supply systems, Natural Resource Management, Pastoral and farmer Field Schools, Making Markets work for the Poor and Value Chains Development.
- Demonstrated experience in implementing livelihoods programs in ASAL areas.
- Fluency in spoken and written language in English and Swahili
- Strong written and oral communication skills
- Computer literate with good MS Office skills
