Human Resource Manager & Administration
Job Purpose
-
Human Resource Management and Development Officers are responsible for organizational analysis and design, recruitment and selection, training and development, performance appraisal, career and succession planning and development, separation and employee relations.
Job Functions
- Developing and implementing human resource management and development strategies, policies and procedures;
- Developing and managing career progression and succession plans;
- Developing and managing staff compensation and rewards systems;
- Coordinating staff performance appraisals;
- Managing staff recruitment and placement;
- Maintaining employee records; and
- Managing Payroll.
Job Specifications
- The duties and responsibilities of the officer will entail:
- Providing leadership in development and implementation of human resource management and development strategy, policies and procedures;
- Analyzing staffing levels for effective succession planning;
- Overseeing human resource planning;
- Providing secretariat to the Management Advisory Committee;
- Developing, recommending and ensuring effective implementation of staff compensation and rewards systems;
- Ensuring implementation of health and safety programmes;
- Promoting development of staff welfare programmes;
- Custodian of staff records;
- Overseeing administrative functions;
- Overseeing the development and implementation of an effective staff performance management system; and
- Ensuring development and implementation of the Training and Development Plan.
Person Qualification
For appointment to this grade, a candidate must have:
- Have a minimum period of ten (10) years relevant work experience four (4) of which should have been in a management position;
- Have Bachelor’s Degree in Human Resource Management or equivalent qualification from a recognized Institution;
- Have Master’s Degree in Human Resource Management or equivalent qualification from a recognized Institution;
- Be a registered Member of Institute of Human Resource Management as professional body in good standing
- Have Valid Practicing License;
- Have a certificate in Management course lasting not less four (4) weeks;
- Have proficiency in computer application skills;
- Have demonstrated professional competence and administrative capability as reflected in work performance and results: and
- Fulfil the requirements of Chapter Six of the Constitution.
