Health Informatics Officer

Overall Job Function

Reporting to the Strategic Information Lead, the Health Informatics Officer will be responsible for managing and strengthening health information systems to support high quality HIV service delivery in Siaya county. He/she will be responsible for the implementation of solutions that will lead to real-time data collection, storage, analysis and submission for use in decision making to support patient outcomes and program performance.

Key Responsibilities

  • Monitor and maintain performance, availability, and reliability of systems hosted in cloud environments.
  • Manage and optimize cloud resources to ensure effective load balancing and cost efficiency.
  • Implement system upgrades, patches, and updates to maintain security and operational efficiency in the cloud infrastructure.
  • Conduct regular system audits and performance checks to identify and resolve potential issues proactively.
  • Ensure proper configuration and execution of offline and cloud-based backup processes to safeguard data integrity and business continuity.
  • Collaborate with technical teams to design, deploy, and maintain scalable and resilient cloud solutions.
  • Maintain documentation of cloud configurations, upgrade procedures, and backup schedules for compliance and operational reference.
  • Design of reporting dashboards
  • Support in extraction and aggregation of data for program progress monitoring and reporting through the DATIM and MOH system (DHIS)
  • Support the uploading of facility EMR data into the National Data Warehouse (NDWH).
  • Design, develop and implement web-based and mobile health solutions to facilitate real-time data transmission and report sharing.
  • Support EMR data cleaning and monitoring of daily data entry into the systems
  • Write programming scripts to perform automated data accuracy checks and generate reports of any identified inconsistencies
  • Receiving and logs requests for support from users and respond to the requests in a logical and prioritized manner.
  • Any other related duties assigned by your supervisor

Job Specification

  • At least a Bachelor’s Degree in Information Technology or other relevant degree
  • A minimum of 5 years’ experience in supporting HIS solutions that are used in HIV programs in Kenya
  • Experience in the design, programming and administration of transactional databases (MySQL, SQL Server, PostgreSQL)
  • Experience in programming skills in PHP, JavaScript CSS, XML, net (C#, ASP)
  • Proven experience in managing and monitoring systems hosted in cloud environments
  • Experience in networking & hardware maintenance
  • Experience in designing, developing, implementing and maintaining knowledge management systems that facilitate data use for decision making
  • Demonstrable experience in the development and implementation of web and mobile based solutions.
