Responsibilities
- Function 1 (incl. Expected results) Serves as technical expert in her/his own area of technical competence, achieving results such as:
- Provide expert contributions in policy development and planning of programme activities.
- Provide technical supervision, including analysis of interim reports, participation in workshops, literature searches, identification and administration of resource persons/consultants in support of projects.
- Contribute to joint UN System initiatives by participation in policy dialogue and provision of inputs, as required.
- Maintain the Air Navigation Plan and support all ESAF States. Function 4 (incl. Expected results)- Manages the execution of the Regional Office’s mission and meeting programme, achieving results such as:
- Coordinate the organization and delivery of regional meetings, seminars, and workshops relating to ICAO programmes.
- Actively lead, promote and support activities that increase awareness, understanding, and ownership of outputs, thus enhancing the influence of the work that ICAO supports. • Identify opportunities and lead initiatives for strategic networking.
- Identification and evaluation of emerging trends, issues, and priorities in the Region.
- Assist the ICAORD in the preparation of Regional meetings, i.e. Directors General of Civil Aviation (DGCA), Africa – Indian Ocean Aviation System Planning and Implementation Group (AASPG) and AFI Aviation Week meetings.
- Serve as Secretary of various regular and ad-hoc Regional meetings, i.e. Africa – Indian Ocean Aviation System Planning and Implementation Group (AASPG), Programme Review and Coordination Committee (PRCC) meetings, as requested.
- Implement the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) in Africa. • Coordinate with Regional Safety Oversight Organizations (RSOOs), Regional Accident and Incident Investigation Organizations (RAIOs), and Air Navigation Service Providers (ANSPs), as applicable.
- Promote productive interactions/partnerships with representatives of Member States, donors, other international organizations and civil society. Function 5 (incl. Expected results) In coordination with the ICAORD and the Administrative Section, oversees the planning of the work of the Regional Office, achieving results such as: Organise and manage assigned resources to provide timely and effective service delivery.
- Oversee the human resources management processes and procedures in the Regional Office.
- Develop operational plans for the Regional Office and supervise, monitor and report on its implementation.
- Prepare budget proposal of the Regional Office, monitor expenses and take a decision on corrective action, if required.
- Ensure the integrity of financial systems, review of budget requirements and consistent application of rules and regulations.
- Define work strategies and annual work plans as well as the development of procedural guidelines to improve the overall administration and management of the Regional Office.
- Establish, monitor and report on annual performance, quarterly reports and work plans for Regional Office staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs.
- Apply Performance Management tools, management of targets and monitoring achievement of results effectively.
- Implement continuous improvement in human resource management to ensure client orientation.
- Coordinated action with Bureau Directors at ICAO Headquarters to set priorities for the Region in all the Strategic Objectives of ICAO.
- Promote and support activities that create/increase awareness, understanding, and ownership of ICAO outputs within the Region. Function 6 (incl. Expected results) Keeps abreast of developments relating to relevant activities of States, bodies of the African Union, the African Civil Aviation Commission (AFCAC), Regional Economic Communities (RECs) and other international organizations, achieving results such as: Organize, conduct and/or participate in seminars, workshops, meetings, and training to assist States.
- Act as Secretary to meetings in fields of assigned responsibility.
- Improved efficiency through office automation and staff mentoring, meeting the key tasks within the limits of available resources. Function 7 (incl. Expected results) Performs other related duties, as assigned.
Education
- An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, or other scientific or technical discipline, or in a related area is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- Essential: A minimum of ten (10) years of relevant work experience in the operational/technical fields of civil aviation, in particular in the air navigation and aviation safety fields with increasing responsibility and reaching executive management level in a civil aviation administration, autonomous aviation authority, airline, or similar aviation-related organization, is required.
- Substantial practical experience in the planning, coordination and management of civil aviation programmes, including high-level negotiation with government authorities, of which a minimum of five years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries, is required. • Experience in managing and supervising staff working in a diverse work programme, is required.
- Desirable: Experience with civil aviation issues in the African region, particularly in the technical/operational field, is desirable.
- Experience in coordinating technical assistance, capacity development and implementation activities related to air navigation, aviation safety, aviation security, air transport or environment, is desirable.
- Experience in project management, particularly in the area of aviation safety or air navigation within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider), is desirable.
- Experience in other aviation related fields such as security, environment, or economic development, is desirable.
