Cyber Security Technical Programs Analyst
Job Purpose
- Supporting Group CISO in providing business analysis, project & program implementation in the pursuit and delivery of cyber security projects and initiatives across Kenya, Uganda, Tanzania, South Sudan, Rwanda & DRC, to achieve target maturity.
- Manage and oversee key projects and initiatives, ensuring effective planning, coordination, and resource utilization to meet objectives and milestones.
- Supervise the Program Management Function, ensuring projects are delivered end-to-end, managing inter-dependencies, and holding stakeholders accountable.
- Identify and mitigate risks and issues to ensure on-time and on-budget delivery aligned with business objectives.
- Monitor and report progress, ensuring stakeholders are informed and engaged.
- Coordinate cross-functional teams (security engineers, IT, DevOps and business units to ensure alignment.
- Manage timelines, milestones, and deliverables while mitigating risks and dependencies.
- Track deployment progress, ensuring security controls are implemented as designed.
Cyber Security Strategy analysis, Reporting & Prioritization
- Create and maintain a framework and strategy for managing the delivery of the Key projects and initiatives.
- Lead planning and management of domain initiatives and activities.
- Prepare reports and dashboard on cybersecurity strategy, program status and postures.
- Analyze cybersecurity maturity assessment reports and track strategic initiatives that will achieve target maturity.
- Collaborate with the project team and extended enterprise stakeholders to align cyber security initiatives with business objectives.
- Translate security initiatives, policies and frameworks (e.g., NIST, ISO 27001) into actionable tasks and programs.
- Align security initiatives with business goals (e.g., cloud migration, Zero Trust adoption).
- Monitor regulatory compliance and ensure projects meet requirements
Program Planning and Management
- Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives.
- Ensure Project objectives align with strategic objectives and anticipated value creation are reflected in the scope.
- Align Key Projects with overall Portfolio.
- Ensure Project Governance and Project Management standards are compiled to by all projects.
- Manage Program level Risks, Issues and Escalations and ensure mitigations are in place and action.
- Ensure effective Stakeholder engagement and the establishment of an effective communication and reporting plan, for each project is in place.
- Ensure Key Project roadmaps, project plans and milestones are updated, agreed and measured
- Ensure the delivery of the Key Projects are within agreed quality, time and when needed according to cost.
- Ensure strategic objectives of each Key project are measurable and met by tracking major milestones and status metrics of all projects within the portfolio.
- Measure Key Project delivery performance and initiate proactive corrective actions as required to ensure delivery is within agreed targets.
- Program scheduling of projects and initiatives – Manage delivery schedules for projects to ensure timeous implementation and compliance with requirements
Planning
- Set objectives, assign tasks, and agree to timetables for achieving intermediate and overall goals.
- Set review dates to ensure that projects remain on target.
- Manage the portfolio roadmaps and portfolio plans are updated, agreed, measured and communicated as agreed with stakeholders
Resource Management
- Establish priorities within the overall program and ensure project teams are adequately resourced by aptly allocating people and technical resources to individual teams in line with those priorities.
- Minimize waste and reduce costs by identifying tasks that are common to several projects and ensures that teams do not duplicate work.
- Identify necessary skills available within the project teams and arrange any necessary training to improve performance.
- Effective management of project and business teams from diverse areas of specialization.
Risk Management
- Work with stakeholders to identify risks, dependencies and opportunities across multiple projects.
- Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.
- To help project teams with difficult problems by contacting specialists within the organization to obtain information or request support.
- Compile and communicate reports as agreed with stakeholders.
Project Execution
- Develop and execute comprehensive project plans, schedules, and budgets aligned with strategic objectives.
- Oversee program progress, ensuring adherence to scope, timelines, milestones, deliverables, budget, and quality standards.
- Collaborate with implementation partners/vendors to achieve program deliverables.
- Document tangible and intangible benefits of projects.
- Define and track project Key Performance Indicators (KPIs).
- Maintain and update benefit registers.
- Monitor and communicate benefit realization post-project implementation.
Business Analysis & Technical Specifications
- Oversee requirements management processes including requirements elicitation, analysis, validation, and ongoing scope management.
- Define, translate, and document business requirements of critical systems into technical specifications for robust ICT and cybersecurity solutions.
- Collaborate with IT, technology projects and cybersecurity teams to ensure new solutions are secure and comply with national security and privacy policies
- Manage and drive the approval of memo’s, business cases, checklists etc.
Quality Assurance & Test Management
- Reviews test plans, monitors the testing process, serves as a liaison with Quality Assurance.
Qualifications
REQUIRED SKILLS
- Demonstrates the following leadership skills:
- Project Management Analysis (Agile/Waterfall, JIRA, Asana)
- Security Frameworks (NIST, CIS, ISO 27001)
- Risk Management & Compliance
- Cloud Security (AWS/Azure/GCP)
- Stakeholder Communication
Qualifications
- University degree required.
- Minimum 3 years’ experience working with or managing technology solutions, preferably in the technology/cybersecurity management function
- Implementation expertise with any enterprise or cloud-based technology/cybersecurity management function
- Minimum 3 years’ experience working in a large, multinational organization
- Experience working on projects using Agile methodology a plus, but not required
- Solid organizational skills including attention to detail and adaptive to change
- Flexibility in working hours in order to work with diverse stakeholders
- Experience working with on prem and virtual project teams
- Proactive approach, ability to complete assigned project tasks with minimal guidance and supervision
- High level of quality/accuracy in work
- Ability to work independently and remotely
- Excellent written and verbal communications skills required. Must be able to easily grasp and communicate complex ideas (technology)
- Experience with Microsoft tools – Word, Outlook, Excel, Project, Visio and PowerPoint
