Consultant – Project Development

Objective of the Assignment:

To lead and coordinate stakeholder engagement activities and support the development of investment concept notes that catalyze private sector financing for climate action in Kenya, Rwanda, Tanzania and Ghana.

Scope of Work and Key Responsibilities:

Stakeholder Engagement:

  • Identify and map key stakeholders across government, private sector, civil society, and financial institutions in each target country.
  • Organize and lead stakeholder consultations, including workshops and bilateral meetings.
  • Develop a Stakeholder Engagement Report capturing priority sectors, investment barriers, financing needs, and strategic opportunities.

Investment Concept Development:

  • Collaborate with national and sub-national stakeholders to define priority areas for private climate investment.
  • Draft at least three investment concept notes (one per country) aligned with national climate goals and designed to stimulate private sector engagement.
  • Ensure the concepts are technically sound, address gender and social inclusion, and reflect financial viability and investor readiness.

Technical and Advisory Support:

  • Provide guidance to WRI teams and partners on structuring concepts and aligning them with national and local development strategies.
  • Incorporate considerations such as development of communication, stakeholder buy-in, and capacity needs into final outputs.
  • Work with country partners to ensure institutional alignment and long-term ownership of developed concepts

Consultant Qualifications:

  • Advanced degree in Climate Finance, Environmental Economics, Public Policy, Development Communication, or a related field.
  • Minimum of 7 years’ experience in climate-related project design and private sector engagement.
  • Proven ability to facilitate multi-stakeholder processes and synthesize inputs into coherent, investable concepts.
  • Strong experience in Africa, preferably in Kenya, Rwanda, and Ghana.
  • Excellent writing, communication, and analytical skills.
