Responsibilities

  • Provides policy guidance to the senior management, on conceptual strategy development and management of the strategic plan for UN-Habitat.
  • Ensure multi-year strategic plans and annual work planning processes are well coordinated in line with the recommended timelines and guidelines, coordinating diverse projects in the Unit, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
  • Guide and coordinate development of results framework including revisions of indicators, drawing from lessons learnt and best practices.
  • Develop a monitoring and review framework for the strategic plan. Guide and coordinate the review, including provision of technical advice, guidelines, formats and tools, ensuring the availability (including collecting and maintaining) of data for reporting, mid-term reviews and final evaluations of the strategic plan.
  • Provide inputs to project design, including comments on project documents, support development of theory of change and logical frameworks from planning, monitoring and evaluation perspectives. Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
  • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
  • Performs other related duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, urban planning or related area is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in administration, budget, finance, human resources management or related field is required.
  • Minimum of ten (10)years of progressively responsible experience in socio economic development, strategic planning, policy analysis, sociological research or related area is required.
  • Experience in preparing institutional strategies, strategy reports, conducting presentations on matters of strategy and planning, making recommendations to senior officials is desirable.
