Duties and Responsibilities
The Chief Executive Officer will be answerable to the Board of Trustees and will supervise heads of Divisions and sections.
- This position will entail being Secretary to the Board, devising measures to ensure smooth development, execution, and review of policies, strategies and programs; applying best practice in management; enforcing compliance with values of public service and relevant national policies; safeguarding assets of the Scheme; providing a conducive environment for performance; and maintaining a high level of confidence among stakeholders in both levels of government and among local and overseas donors.
- The CEO will also be responsible for the day-to-day management, coordination and administration of the activities of the Scheme as specified in the Mombasa County Elimu Scheme Act, 2023. The CEO will also ensure prudent management and utilization of the Scheme’s resources; and upholding integrity and professionalism in the performance of the Scheme’s functions.
Specific duties will include:
- Conveying decisions of the Scheme and executing its resolutions; resolving challenges affecting smooth operations.
- Overseeing operationalization of a credible performance management system.
- Taking initiative to ensure the Scheme has professional and competent staff to facilitate its operations.
- Assuming overall custody of all Scheme policies, strategic and management records/documents to facilitate decision making and institutional memory.
- Accounting to the Scheme for execution of all programs and plans.
- Spearheading development of the Scheme’s strategic plan and annual work plans.
- Developing accountability measures for the Scheme to ensure efficiency and effectiveness in the delivery of key performance targets. to mobilizing resources from non-state sources including donors; and overseeing planning and implementation of key resource mobilization events and activities in line with the approved work plans and provisions of the law.
- Coordinating preparation and submission of the Scheme’s annual financial statements and to not later than three months after the end of each financial year, submit financial statements relating to those accounts to the Auditor General and also to the County Assembly. Performing such other duties as may be assigned by the law and the Scheme.
Requirements for Appointment
- Bachelor’s Degree in Finance or its equivalent from a recognized institution.
- Master’s Degree in finance or its equivalent from a recognized institution.
- Must have done Senior Management Course (SMC) and Senior Leadership & Development Plan (SLDP) in Government recognized institution
- Must have done Monitoring and Evaluation course (not less than 4 Weeks)
- Must have been in a senior position as Director or its equivalent for not less than 5years.
