Job Purpose
-
This cadre is responsible for procurement of goods, works and services, inventory management and Assets Disposal pursuant to the provisions of the Public Procurement and Disposal Act 2015.
Job Function
The Supply Chain Management function entails:
- Providing advisory/professional opinion on procurement matters to the Accounting officer (Principal/CEO) to ensure compliance with the Public Procurement and Asset Disposal Act 2015;
- Co-ordinating the preparation and implementation of the Annual Procurement Plan.
- Maintaining and continually updating the list of registered suppliers;
- Preparing, publishing and distributing procurement and disposal opportunities;
- Co-ordinate receiving, opening and evaluation of Quotations, Bids, Tenders, Proposals and Expressions of Interest;
- Carrying out procurement and disposal activities in accordance with the Public Procurement and Asset Disposal Act 2015, BAC Procurement Manual and Policies;
- Reviewing and Maintaining of all records of purchased goods, works and services, including costs, deliveries and inventories;
- Undertaking Market surveys;
- Monitoring contract management; and
- Maintenance of optimal stock levels and carry out quarterly and annual stock take
- Providing secretariat services to the procurement committees which maybe constituted by the Principal/CEO
Job Specifications
This is the highest grade in the cadre. An officer at this level will be responsible to the Chief Executive Officer (Principal/CEO) for all procurement and supply matters in the College. Duties and responsibilities will entail:
- Planning and coordinating Procurement and Supply Management activities in areas of procurement, inventory, disposal of stores and assets in line with Public Procurement and Asset Disposal Act 2015;
- Providing advisory/professional opinion on procurement matters to the Principal/CEO
- Advising the CEO on all matters relating to Procurement of Goods, Works and Services;
- Coordinating the Review and developing policies, plans and strategies in the areas of supply chain management;
- Ensuring value-for-money and model cost effective measurement techniques for assessing output, quality delivered by external service providers;
- Ensuring preparation and submission of timely procurement statutory reports including performance reporting;
- Ensuring the implementation of the annual procurement plan of goods, works and Services and inventory management.
- Monitoring and evaluation of the procurement and supply chain function through performance management;
- Monitoring contracts, to ensure adherence to the terms and conditions of the contracts;
- Coordinating the negotiation process by the evaluation committee and bidder(s), where negotiations are allowed by the Act;
- Ensuring the implementation and achievement of departmental strategic plans deliverables.
Person Qualification
For appointment to this grade, a candidate must have:
- A minimum period of ten (10) years relevant work with at least two (2) years’ experience in a management capacity;
- Bachelors Degree in any of the following disciplines; procurement, Supply Chain Management, Logistics, Business administration or any equivalent qualifications from a recognized institution;
- Masters Degree in any of the following disciplines: -Procurement, Supply Chain Management, Logistics or any equivalent qualifications from a recognized institution;
- Management Course lasting not less than four (4) weeks from a recognized institution;
- Member of the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing (CIPS).
- Valid Practicing license from Kenya Institute of Supplies Management (KISM).
- Proficiency in computer applications; and
- Fulfilled the requirements of Chapter Six of the Constitution.
