Associate Information Management Officer
OBJECTIVES:
- Bolster the accuracy and efficiency of data collection through bilateral follow up with the Tri- Cluster partners.
- Fulfill reporting requirements and strengthen advocacy efforts by meticulously compiling response monitoring data, producing well-written narrative reports, and compelling communications materials for wide audiences.
- Maintain existing information management tools developed in ActivityInfo, PowerBi, KoBo, Klaviyo, etc. This entails undertaking necessary revisions and adaptations, along with seizing opportunities for innovation and improvement to elevate the efficiency of data collection, analysis, and dissemination.
- Strengthen UNHCR-led Clusters’ strategic planning and decision-making through data-driven insights.
- Support the information management aspects of the HRP review and HRP development for Tri Clusters (Protection, NFI/Shelter, Site Management).
- Strengthen coordination services and meeting management by meticulously producing meeting minutes, efficiently tracking attendance, maintaining the Cluster contact list, managing user access to the 5W database, and conducting thorough analysis of partner engagement.
- Deliver integrated dashboards and analytical reports that inform joint planning and funding advocacy (e.g., for HRP and CERF submissions) when required by cluster coordinators.
- Facilitate production of protection-sensitive multi-sectoral maps and severity matrices.
- Lead capacity-building efforts for cluster focal points and partners on joint data standards.
RESPONSIBILITIES:
- Under the supervision of the Senior Protection Cluster Coordination Officer and Technical line Management with the Site Management and S/NFI Cluster Coordinator(s), the selected candidate will:
- Engage in bilateral communication with Cluster partners to validate and ensure the accuracy of records maintained in the ActivityInfo 5Ws databases for all three clusters.
- Support the three clusters in the analysis of processed data and information and perform data quality and consistency control.
- Compile response monitoring data and generate comprehensive narrative reports for both OCHA and the Refugee Consultation Forum.
- Ensure consistent follow-up with 18 sub-national cluster coordinators of three clusters to ensure punctual completion and submission of state-level gap analysis sheets and bi-weekly reports.
- Create compelling communications and advocacy materials which amplify our work and needs to a wider audience and enhance donor confidence and catalyze the mobilization of additional resources.
- Manage user access in the ActivityInfo 5Ws databases, and make necessary adjustments to the database design, data collection forms, and reports directly within ActivityInfo.
- Maintain and update existing PowerBi dashboards as required, and design and implement new ones to suit evolving needs.
- Improve existing tools for Stock Mapping and Post Distribution monitoring, as well as develop new tools in Kobo as necessary.
- Ensure cluster contact management and information dissemination via Kobo, Klaviyo, alongside analyzing partner engagement to optimize communication efforts.
- Provide information management support to cluster specific and joint/ harmonized needs assessments and support the clusters coordinators in developing tools and making methodological decisions about needs assessment design.
- Facilitate the information management aspects of the HRP 2026 development, including comprehensive needs analysis and calculation of the PiN and severity figures at locality level, in line with JIAF 2.0 for Protection, Site Management and Shelter/NFI Cluster as well as Shelter Severity Classification (SSC) system developed by the Global Shelter Cluster (GSC).
- Facilitate the calculation of the three clusters-specific funding requirements through activity-based costing and locality level targets with further prioritization specific to each activity and population group.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Actively represent three UNHCR-led Clusters in the Information Management Working Group, and any other relevant meetings as required, feeding back to the cluster’s coordination teams as relevant.
- Facilitate the training of Cluster partners and coordination team members on the utilization of Cluster information management tools and products, as required. Further, extend training on essential skills such as data collection, analysis, visualization, and protection of sensitive data, to enhance the overall capacity of key partners.
- Maintain the Sudan pages on the Global Clusters platforms and ReliefWeb websites, ensuring that all relevant documents and information are regularly posted and updated, thereby providing real-time access to essential data and resources.
- Produce quarterly factsheets for the Global Shelter Cluster (GSC), share quarterly response monitoring data with GSC, and maintain regular liaison with GSC information management officers.
- Develop and assist in the implementation and operationalization of a national strategy on Information Management that transcends across the Tri-Cluster.
- Ensure that the clusters’ coordination teams have access to robust systems for file storage and e-mail.
- Develop and/or operationalize or enhance clusters’ specific common data standards to be promoted among cluster memberships.
- Perform any other duties as required.
Experience:
- At least 6 years of relevant work experience (4 years with advanced university degree).
- Knowledge of the UN system and the humanitarian community, specifically with regards to inter-agency/ Cluster Coordination and the Humanitarian Program Cycle (HPC).
- Proven experience in working with information management tools and databases (ActivityInfo, PowerBi, KoBo, Klaviyo, ArcGIS, etc.)
- Track record in producing high-quality reports and communications materials for a variety of audiences, including donors, underpinned by proven proficiency in utilizing Adobe Creative Suite tools.
- Experience in liaising with a wide range of partners, including humanitarian actors, donors, and government officials.
- Knowledge of relevant shelter guidelines, standards and indicators is desirable.
- Successful participation in UNHCR’s Operational Data Management Learning Programme, Training for Information Management in Emergencies or equivalent training programmes is desirable.
- Experience in website design / content management (Drupal) is desirable.
Essential requirements:
- University degree in information technology, demography, statistics, social sciences or any related area, or an equivalent combination of relevant training and experience in information management related activities in natural disaster or conflict situations.
- Excellent written and verbal communication skills in English are absolute necessity.
- Outstanding interpersonal skills, with the ability to work effectively within a team and liaise with a diverse set of colleagues, partners, and stakeholders.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Strong analytical and problem-solving skills, with an ability to analyze and interpret complex data sets.
- High level of proficiency in Microsoft Office, including advanced Excel skills (e.g., pivot tables, functions, power query, etc.).
- Advanced data analysis and visualization skills and knowledge of PowerBi (data transformations, DAX, etc.).
