MAIN PURPOSE AND SCOPE OF THE JOB

  • The role is key to managing and coordinating GALVmed’s recently awarded VITAL 2 project funded by the Gates Foundation (GF) and the Foreign Commonwealth & Development Office (FCDO). The five-year project aims to transform the vaccine market, scaling ruminant vaccine coverage across sub-Saharan Africa. VITAL 2 will deliver a holistic package of support that enables commercial partners and other private sector orientated players to implement sustainable vaccine business models that will improve animal health and productivity in large and small ruminants. This package of support encompasses:
  • Establishing the necessary institutional links and synergies with a broad range of stakeholders that will enable private sector ruminant vaccine markets to become established and grow into a conducive business environment (Work package 1).
  • Supporting key initial business requirements of the commercial partners and other private sector
  • businesses such that profitable levels of vaccine sales can be achieved within the funded period,
  • and which continue to grow thereafter (Work package 2).
  • Undertaking further R&D product development work to expand the ruminant vaccine portfolio in recognition of the fact that additional vaccines are required by the private sector to serve the SSP market, (Work package 3).
  • An exemplar approach will be adopted which will primarily focus on specific areas within the focus countries (Kenya, Tanzania and Nigeria) and livestock production systems (dairy & red meat value chains) where significant increases in vaccine coverage rates can be achieved within the 5 years of VITAL 2. This targeted approach will generate tangible evidence of effective strategies by 2030, which can then be replicated and scaled across Africa to improve livestock health and productivity.
  • Whilst the accountability and responsibility for delivery of the work-packages lies with the Heads of Enabling Environment (EE), Commercial Development & Impact (CD&I) and Research and Development (R&D) respectively, a VITAL 2 Programme Manager role is essential to ensure the added value of VITAL 2 in its entirety is realized. As such the Programme Manager will establish and maintain an effective and efficient framework for managing the complex VITAL 2 project, ensuring accountability, alignment of the project with organizational goals, facilitating effective decision-making, managing risks, and promoting transparency throughout the project lifecycle, ultimately increasing the chances of successful project delivery. As the VITAL 2 project sits across different functions, the Programme Manager reports directly to the CEO of GALVmed.

KEY ACTIVITIES

  • Supported by the Project Portfolio Management Function, the VITAL2 Programme Manager will manage and coordinate the VITAL 2l project process and plan to meet predefined VITAL 2 programme and GALVmed organizational objectives. Key responsibilities of the VITAL 2 Programme Manager are:
  • Governance: Establish and coordinate functional lines of authority (governance), the project team and support functions (organization) and project documentation in line with GALVmed’s Project Governance Policy;
  • Plan: Build and maintain an updated schedule for all project activities (including periodic meetings, sequence of work, critical path activities, resource requirements; interdependencies, support functions, reporting to funders etc.);
  • Process: Establish an appropriate project management methodology, to enable the project team and associated experts to achieve all project goals withing given constraints (scope, quality, time, budget) including allocations and arbitration of necessary inputs and management of phase gates and decision points;
  • People: Ensure effective and efficient communication, collaboration and coordination of the programme and larger GALVmed team.
  • Power: Establish policies and processes needed for efficient implementation and transparent, timely
  • and effective decision making.
  • Monitoring, Controlling, Course Correction: Work with the Monitoring & Evaluation team to review progress against agreed project objectives and with Funder Relations to ensure these are appropriately captured and reported. With the support of the Portfolio Manager, ensure identification and mitigation of project risks, maintain the change register and address errors and suggest course correction as needed. Periodically analyze relevance of results obtained against business needs.

QUALIFICATIONS / EXPERIENCE REQUIRED (IN ORDER TO SUCCESSFULLY CARRY OUT THE JOB ROLE)

  • Academic degree in a relevant field such as Life Sciences or Veterinary Medicine.
  • Proven track record in successful program and complex project management, ideally in the international donor-funded and livestock development domain in low- and middle-income countries.
  • Proven ability to work independently, effectively manage time, competing priorities, and complex tasks.
  • Conscientious, organized, and reliable with a good level of attention to detail.
  • Demonstrated facilitation skills with ability to guide discussions, manage group dynamics and facilitate collaboration where appropriate to support the broader team in delivering the project objectives.
  • Demonstrated ability to build relationships with key stakeholders, including when operating remotely.
  • Good soft & people skills: leadership, influencing, negotiation, facilitation, political, change and conflict management abilities.
  • Confident communicator able to analyze information, identify opportunities and challenges, lead discussions, evaluate different perspectives and propose appropriate responses and solutions, constructively and sensitively challenge others’ views and build consensus and alignment. Able to convincingly present the project to internal and external audiences.
  • Good command of project management software (i.e. MS Project), SharePoint, Excel, TEAMS and
  • Microsoft 365 Project Governance framework etc.
  • Willingness and ability to travel internationally (30-60 days annually).
  • Ethical and high cultural sensitivity
  • Excellent command of written and spoken English.
